【摘要】:政府采購(gòu)作為我國(guó)政府財(cái)政支出的一種重要手段,目前還處于建立初期。政府采購(gòu)工作的各方面政策、措施、做法等還不夠完善,特別是在政府采購(gòu)監(jiān)管方面仍存在許多漏洞,例如:采購(gòu)監(jiān)管中配套制度不完善;采購(gòu)監(jiān)管機(jī)構(gòu)設(shè)置不合理;采購(gòu)監(jiān)管力度的局限性;擴(kuò)展政府采購(gòu)監(jiān)管范圍的不易性以及采購(gòu)監(jiān)管的專業(yè)人力比較匱乏,監(jiān)管效率不高等等。加強(qiáng)政府采購(gòu)工作的有效監(jiān)管,可以讓政府采購(gòu)工作按照公開、公正、公平的原則,把政府采購(gòu)活動(dòng)與監(jiān)管有機(jī)的結(jié)合起來,更好地實(shí)現(xiàn)政府采購(gòu)活動(dòng)的規(guī)模效益。因此為了促進(jìn)政府采購(gòu)的發(fā)展就必須有一套合理有效的監(jiān)管體系。 本論文以江西蓮花縣政府為調(diào)查對(duì)象,通過對(duì)蓮花縣政府采購(gòu)中心負(fù)責(zé)人、蓮花縣財(cái)政局的主要負(fù)責(zé)人以及負(fù)責(zé)政府的相關(guān)工作人員進(jìn)行訪談,對(duì)蓮花縣政府采購(gòu)供應(yīng)商進(jìn)行問卷調(diào)查,并通過實(shí)地走訪調(diào)研等方式了解蓮花縣政府采購(gòu)監(jiān)管的實(shí)際情況和工作存在的問題。分析這些問題,提出對(duì)策建議并得出結(jié)論。通過研究,希望能為我國(guó)縣級(jí)政府進(jìn)一步開展采購(gòu)監(jiān)管提供幫助和指導(dǎo),也希望能為我國(guó)政府采購(gòu)監(jiān)管研究作些有益補(bǔ)充。 文章主要采取個(gè)案研究法,圍繞公共選擇理論的理論基礎(chǔ),了解蓮花縣政府采購(gòu)的實(shí)際情況,列舉出一些蓮花縣政府采購(gòu)監(jiān)管代表性的實(shí)例。研究表明,蓮花縣政府采購(gòu)工作實(shí)施以來取得了一定的成績(jī),提高了資金使用效率,拓展了政府采購(gòu)領(lǐng)域,增加了政府采購(gòu)項(xiàng)目,加強(qiáng)了制度建設(shè),規(guī)范了交易程序并且介入了監(jiān)管權(quán),重點(diǎn)突出監(jiān)管特征同時(shí)腐敗交易日益減少。然而蓮花縣政府采購(gòu)正處于起步階段,監(jiān)管工作仍處于探索時(shí)期,由于缺乏政府采購(gòu)監(jiān)管方面的專門理論指導(dǎo)與實(shí)踐經(jīng)驗(yàn),監(jiān)管呈現(xiàn)出一些問題。為了推進(jìn)蓮花縣政府采購(gòu)監(jiān)管的更公開、更公平、更公正,筆者分析其中存在的問題并結(jié)合國(guó)外關(guān)于政府采購(gòu)監(jiān)管方面實(shí)踐經(jīng)驗(yàn)的啟示,針對(duì)如何完善蓮花縣政府采購(gòu)監(jiān)管提出了幾點(diǎn)對(duì)策:健全蓮花縣政府采購(gòu)監(jiān)管的法律依據(jù);健全多方位的蓮花縣政府監(jiān)管機(jī)構(gòu);加大蓮花縣政府采購(gòu)監(jiān)管的力度;重視蓮花縣政府采購(gòu)監(jiān)管專業(yè)人才的培養(yǎng);加強(qiáng)社會(huì)輿論監(jiān)管并構(gòu)建救濟(jì)機(jī)制;加速蓮花縣政府采購(gòu)監(jiān)管電子化的發(fā)展。
[Abstract]:As an important means of government expenditure, government procurement is still in its initial stage. All aspects of government procurement policies, measures, practices are not perfect, especially in the government procurement supervision there are still many loopholes, such as: procurement supervision system is not perfect, procurement regulatory agencies set unreasonable; The limitation of procurement supervision, the difficulty of expanding the scope of government procurement supervision, the lack of professional manpower and the low efficiency of supervision and so on. Strengthening the effective supervision of government procurement can make government procurement work according to the principles of openness, fairness and fairness, combine government procurement activities with supervision organically, and realize the scale benefit of government procurement activities better. Therefore, in order to promote the development of government procurement, there must be a reasonable and effective regulatory system. This paper takes the government of Lianhua County in Jiangxi Province as the research object, and interviews the responsible person of the Government Procurement Center of Lianhua County, the main responsible person of the Finance Bureau of Lianhua County and the relevant staff in charge of the government. The government procurement suppliers in Lianhua County were investigated by questionnaire, and the actual situation and problems of the government procurement supervision in Lianhua County were investigated by field visits. Analyze these problems, put forward countermeasures and conclusions. Through the research, we hope to provide help and guidance for our county government to further develop procurement supervision, and also hope to make some useful supplement for our government procurement supervision research. Based on the theoretical basis of the theory of public choice, this paper mainly adopts the case study method to understand the actual situation of government procurement in Lianhua County, and enumerates some representative examples of government procurement supervision in Lianhua County. The research shows that since the implementation of the government procurement in Lianhua County, it has made some achievements, improved the efficiency of the use of funds, expanded the field of government procurement, increased the number of government procurement projects, and strengthened the construction of the system. Regulate the transaction procedures and intervene in the regulatory authority, focusing on regulatory characteristics while corruption trading is decreasing. However, the government procurement in Lianhua County is still in the initial stage, and the supervision is still in the exploratory period. Due to the lack of special theoretical guidance and practical experience in the supervision of government procurement, there are some problems in the supervision. In order to promote more open, fair and just supervision of government procurement in Lianhua County, the author analyzes the existing problems and combines the enlightenment of foreign practical experience on the supervision of government procurement. Several countermeasures are put forward to improve the supervision of government procurement in Lianhua County: perfecting the legal basis for the supervision of government procurement in Lianhua County, perfecting the multi-faceted government supervision agency of Lianhua County, strengthening the supervision and control of government procurement in Lianhua County, strengthening the supervision and control of government procurement in Lianhua County. Pay attention to the cultivation of professional personnel of government procurement supervision in Lianhua county; strengthen the supervision of public opinion and construct the relief mechanism; accelerate the development of electronic supervision of government procurement in Lianhua county.
