【摘要】：改革開(kāi)放以來(lái),我國(guó)中小企業(yè)如雨后春筍般發(fā)展起來(lái)。中小企業(yè)給社會(huì)帶來(lái)了巨大的變化,不僅促進(jìn)了經(jīng)濟(jì)高速的發(fā)展,還極大地推動(dòng)了社會(huì)創(chuàng)新和就業(yè),因此逐漸成為我國(guó)經(jīng)濟(jì)發(fā)展的中堅(jiān)力量。雖然中小企業(yè)發(fā)展勢(shì)頭迅猛,但是受到根基薄弱,發(fā)展環(huán)境不佳,政策支持不到位等因素的制約,長(zhǎng)久的發(fā)展受到一定的影響。近年來(lái),甘肅省作為西部重要省份之一,在西部大開(kāi)發(fā)等戰(zhàn)略部署下,發(fā)展步伐穩(wěn)步向前,進(jìn)入了發(fā)展的黃金期。雖然甘肅省中小企業(yè)經(jīng)濟(jì)起步較晚,不論是規(guī)模還是效益與東中部地區(qū)都不免有所差距,發(fā)展還有待提升,但其正逐步趕超省內(nèi)大型企業(yè),支撐著地方經(jīng)濟(jì)發(fā)展,幫助西部人民解決失業(yè)難問(wèn)題,從而占據(jù)著省內(nèi)經(jīng)濟(jì)重要的位置。本文將甘肅省支持中小企業(yè)發(fā)展的相關(guān)財(cái)政政策作為研究重點(diǎn),多角度剖析中小企業(yè)在甘肅省經(jīng)濟(jì)發(fā)展中的影響,重點(diǎn)了解甘肅財(cái)政政策關(guān)于中小企業(yè)的現(xiàn)狀部分。思考中小企業(yè)在甘肅省內(nèi)的實(shí)際情況,包括自身發(fā)展困境及幫扶的財(cái)政政策的情況。結(jié)合當(dāng)前供給側(cè)改革的大背景,提出甘肅支持中小企業(yè)發(fā)展的財(cái)政相關(guān)政策實(shí)施建議。
[Abstract]:Since the reform and opening up, small and medium-sized enterprises in China have sprung up like bamboo shoots. Small and medium-sized enterprises bring great changes to the society, not only promote the rapid development of economy, but also greatly promote social innovation and employment, so gradually become the backbone of economic development in China. Although the development of small and medium-sized enterprises is swift and violent, it is restricted by such factors as weak foundation, poor development environment, inadequate policy support, and so on, and the long-term development is affected to a certain extent. In recent years, Gansu Province, as one of the important western provinces, has entered the golden period of development. Although the economy of small and medium-sized enterprises in Gansu Province started relatively late, both in terms of scale and efficiency, and its development has yet to be improved, it is gradually catching up with the large enterprises in the province and supporting the development of the local economy. Help the western people solve the problem of unemployment, thus occupying an important position in the province's economy. This paper focuses on the fiscal policies supporting the development of small and medium-sized enterprises in Gansu Province, analyzes the impact of small and medium-sized enterprises on the economic development of Gansu Province from various angles, and focuses on understanding the current situation of the financial policy of Gansu Province on the development of small and medium-sized enterprises. Consider the actual situation of small and medium-sized enterprises in Gansu Province, including their own development difficulties and financial policies. According to the background of the current supply-side reform, this paper puts forward some suggestions on the implementation of fiscal policies to support the development of small and medium-sized enterprises in Gansu Province.
