【摘要】：正當(dāng)前,國(guó)際國(guó)內(nèi)經(jīng)濟(jì)環(huán)境錯(cuò)綜復(fù)雜,對(duì)財(cái)政治理能力提出了新的考驗(yàn)。在歐盟和美國(guó)等西方國(guó)家,自21世紀(jì)初財(cái)政治理的概念就逐漸被提及,并被廣泛應(yīng)用在歐盟內(nèi)部的治理架構(gòu)中。日本的"財(cái)政治理"雖同樣屬于新生概念,但財(cái)政嵌入在法律框架、經(jīng)濟(jì)運(yùn)行、社會(huì)運(yùn)營(yíng)、中央和地方關(guān)系等各個(gè)方面,在國(guó)家治理中發(fā)揮著重要作用。較為完善的法律框架支撐整個(gè)財(cái)政治理體系
