【摘要】：日本是政府主導型的市場經(jīng)濟國家,雖然近幾年日本政府財政支出不斷增加,在一定程度上促進了日本居民的消費,但與其他發(fā)達國家相比,日本居民的消費率依然偏低。2012年安倍晉三再次擔任日本首相,并隨之大肆推行日本經(jīng)濟刺激計劃�！鞍脖督�(jīng)濟學”中一個重要的內(nèi)容為:通過大規(guī)模量化寬松政策提升民眾的消費信心,并增強居民對通貨膨脹的預期,來達到促進日本國內(nèi)居民消費增長的目的。由此可見,日本政府對日本國內(nèi)內(nèi)需不足的關(guān)注。與此同時日本財政支出結(jié)構(gòu)對日本居民消費的影響直接關(guān)系到日本宏觀經(jīng)濟政策的制定,提高日本居民消費的能力已經(jīng)成為日本制定宏觀經(jīng)濟政策的重要內(nèi)容。面對此情況,本文探討了日本政府支出結(jié)構(gòu)與居民消費的關(guān)系。論文首先回顧和評述了經(jīng)典的居民消費與財政支出理論,同時也闡明各類財政支出結(jié)構(gòu)對居民消費的影響機制。然后通過相關(guān)統(tǒng)計數(shù)據(jù),對日本財政支出的結(jié)構(gòu)及日本居民消費發(fā)展的現(xiàn)狀進行一番剖析,接著運用計量模型與灰色關(guān)聯(lián)度分析的方法分析二者的關(guān)系,最后得出結(jié)論并提出促進我國居民消費的政府支出結(jié)構(gòu)的建議。本文在計量方法上采用了VAR模型,運用1995年—2014年的日本財政各類支出與居民消費的經(jīng)濟數(shù)據(jù),來分析三類支出對日本個人消費的作用力大小。結(jié)論表明:經(jīng)濟性、社會性以及維持性支出都會擠入日本私人消費。但對私人消費的影響程度卻是有區(qū)別的。其中,社會性支出對日本居民消費的擠入效果最明顯,其次是經(jīng)濟性財政支出,最后是維持性財政支出�；趯嵶C分析,文章得出相應的分析結(jié)果,并且,我國當前正處于經(jīng)濟快速增長及轉(zhuǎn)型的特殊時期,日本財政支出結(jié)構(gòu)方面的經(jīng)驗教訓對于我國在調(diào)整財政支出規(guī)模、預防財政危機、完善各類財政支出結(jié)構(gòu)等方面都有一定的啟示。
[Abstract]:Japan is a government-dominated market economy country. Although in recent years Japanese government fiscal expenditure has been increasing, to some extent, it has promoted the consumption of Japanese residents, but compared with other developed countries,Japanese residents' consumption rates remain low. Shinzo Abe became prime minister again in 2012, followed by an aggressive stimulus package.An important part of Abenomics is to boost consumer confidence and inflation expectations through massive quantitative easing in order to boost consumption growth in Japan.This shows that the Japanese government is concerned about insufficient domestic demand in Japan.At the same time, the influence of Japanese fiscal expenditure structure on Japanese residents' consumption is directly related to the formulation of Japan's macroeconomic policy. Improving the ability of Japanese residents' consumption has become an important part of Japan's macroeconomic policy formulation.In the face of this situation, this paper discusses the relationship between the structure of Japanese government expenditure and residents' consumption.Firstly, this paper reviews and comments on the classical theories of resident consumption and fiscal expenditure, at the same time, it clarifies the influence mechanism of various kinds of fiscal expenditure structure on residents' consumption.Then through the relevant statistical data, the structure of Japan's fiscal expenditure and the current situation of Japanese residents' consumption development are analyzed, and then the relationship between them is analyzed by using the method of econometric model and grey correlation analysis.Finally, the paper draws a conclusion and puts forward some suggestions on the structure of government expenditure to promote the consumption of Chinese residents.In this paper, the VAR model is used to analyze the effect of three kinds of expenditure on Japanese personal consumption by using the economic data of various kinds of fiscal expenditure and resident consumption from 1995 to 2014.The conclusion shows that economic, social and maintenance expenditure will crowd into Japanese private consumption.But the impact on private consumption is different.Among them, social expenditure has the most obvious effect on Japanese residents' consumption, followed by economic expenditure and maintenance expenditure.Based on the empirical analysis, the paper draws the corresponding analysis results, and China is currently in a special period of rapid economic growth and transformation. The experience and lessons of Japanese fiscal expenditure structure in adjusting the scale of fiscal expenditure in China.To prevent the financial crisis, improve the structure of various types of financial expenditure and other aspects have some enlightenment.
