【摘要】：作為一個發(fā)展中國家，我國的社會經(jīng)濟(jì)發(fā)展水平還相對較低，社會各項(xiàng)福利政策的實(shí)施還沒有足夠的財(cái)力支持。但是我國卻已經(jīng)提前進(jìn)入了老齡化社會，并且人口老齡化速度正在不斷加快，在當(dāng)前的基本國情下，傳統(tǒng)的家庭養(yǎng)老已經(jīng)不能滿足老年人的養(yǎng)老需求，全面推行社會養(yǎng)老是未來社會的主要發(fā)展趨勢。然而與經(jīng)濟(jì)實(shí)力較為雄厚的發(fā)達(dá)國家相比，我國的社會保障性制度體系還不夠完善健全，尤其是在農(nóng)村社會養(yǎng)老保險制度的建立和發(fā)展中，更是在制度上存在著非常明顯的缺失。也正因?yàn)槿绱�，我國已�?jīng)在2009年開始實(shí)施新型農(nóng)村社會養(yǎng)老保險試點(diǎn)，以改進(jìn)老農(nóng)保中存在的各種不足。新型農(nóng)村社會養(yǎng)老保險制度中規(guī)定，農(nóng)村社會養(yǎng)老保險繳納金應(yīng)當(dāng)由政府、集體和個人三方承擔(dān)，而非老農(nóng)保制度中的由農(nóng)民自己擔(dān)負(fù)全部的農(nóng)村養(yǎng)老保險金。同時還規(guī)定，農(nóng)村養(yǎng)老金不單單只包括農(nóng)民所繳納的個人賬戶金額，而是還包括了由政府財(cái)政所承擔(dān)的基礎(chǔ)養(yǎng)老金。這一制度的建立和發(fā)展在很大程度上改變了我國農(nóng)村社會養(yǎng)老局面，為促進(jìn)社會保障體系的完善打下良好基礎(chǔ)。但是同時受思想、財(cái)政實(shí)力、監(jiān)督機(jī)制、人員素質(zhì)等多方面因素的影響，由于這些原因，對推行該制度的造成很大阻撓，反映出目前我國在這方面的工作還不夠到位。新型農(nóng)村社會養(yǎng)老保險制度在推行中反映出所有問題中最明顯體現(xiàn)就是新型農(nóng)村社會養(yǎng)老保險適度水平以及政府支持水平這兩個問題。 基于此，本文以陜西旬邑縣為例，對我國當(dāng)前的新型農(nóng)村社會養(yǎng)老保險制度以及政府支持水平進(jìn)行了詳細(xì)的研究分析。論文首先介紹了研究背景、研究目的和研究思路方法，綜述了新型農(nóng)村社會養(yǎng)老保險的相關(guān)概念和理論基礎(chǔ)，繼而對陜西旬邑縣的新型農(nóng)村社會養(yǎng)老保險現(xiàn)狀和政府支持條件進(jìn)行了詳細(xì)分析，探討了其新型農(nóng)村社會養(yǎng)老保險適度水平的測定模型。并在此基礎(chǔ)上，對政府在新型農(nóng)村社會養(yǎng)老保險制度建立中的財(cái)政支持現(xiàn)狀、支持條件和支持方式進(jìn)行了探討，提出了一些對策建議，希望能夠?yàn)槲覈滦娃r(nóng)村社會養(yǎng)老保險水平的提升和社會保障性體系的進(jìn)一步改進(jìn)有一些幫助。
[Abstract]:As a developing country, the level of social and economic development in China is relatively low, and the implementation of social welfare policies does not have sufficient financial support.However, our country has entered the aging society in advance, and the aging rate of the population is accelerating. Under the current basic national conditions, the traditional family pension can no longer meet the needs of the elderly.The overall implementation of the social endowment is the main development trend of the future society.However, compared with the developed countries with relatively strong economic strength, the social security system in our country is not perfect and perfect, especially in the establishment and development of the rural social endowment insurance system.Even more, there are very obvious deficiencies in the system.Because of this, our country has started to implement the new rural social endowment insurance pilot in 2009, in order to improve the existing shortcomings of the old farmers' insurance.The new rural social endowment insurance system stipulates that the rural social old-age insurance contributions should be borne by the government, collective and individual, but not by the farmers themselves in the old rural insurance system to bear all the rural old-age insurance funds.It also stipulates that rural pensions include not only the amount of personal accounts paid by farmers, but also the basic pension, which is borne by the government's finances.The establishment and development of this system to a large extent has changed the rural social endowment situation in China and laid a good foundation for the improvement of the social security system.But at the same time by the thought, the financial strength, the supervision mechanism, the personnel quality and so on many factors influence, because of these reasons, causes the very big obstruction to carry out this system, reflected our country's work in this aspect is not enough at present.In the implementation of the new rural social endowment insurance system, the most obvious reflection of all the problems is the moderate level of the new rural social old-age insurance and the level of government support.Based on this, this paper takes Xunyi County, Shaanxi Province as an example, and makes a detailed research and analysis on the current new rural social old-age insurance system and the level of government support.The paper first introduces the research background, research purpose and research methods, summarizes the new rural social endowment insurance related concepts and theoretical basis.Then the paper analyzes the current situation of the new rural social endowment insurance and the conditions of government support in Xunyi county of Shaanxi province and probes into the determination model of the appropriate level of the new rural social old-age insurance in Xunyi county of Shaanxi province.On this basis, the paper discusses the current situation, conditions and methods of the government's financial support in the establishment of the new rural social old-age insurance system, and puts forward some countermeasures and suggestions.It is hoped that it will help to improve the level of the new rural social endowment insurance and the social security system.
