【摘要】：人是自然的一部分,生態(tài)環(huán)境是人類(lèi)賴(lài)以生存的基礎(chǔ)與前提。然而,改革開(kāi)放以來(lái),中國(guó)在迅速發(fā)展經(jīng)濟(jì)的同時(shí),有些做法對(duì)生存環(huán)境造成了巨大破壞。最顯著的結(jié)果是資源浪費(fèi)與枯竭,生態(tài)環(huán)境嚴(yán)重惡化。生態(tài)環(huán)境與可持續(xù)發(fā)展之間的矛盾逐漸凸顯。于是治理環(huán)境、生態(tài)補(bǔ)償?shù)葐?wèn)題日益受到社會(huì)各界的廣泛重視。2006年,中國(guó)政府在“十一五”規(guī)劃綱要中正式提出了生態(tài)補(bǔ)償?shù)母拍�。由�?各地也開(kāi)始紛紛關(guān)注生態(tài)補(bǔ)償。 從2010年開(kāi)始,蘇州市在全省率先“試水”建立生態(tài)補(bǔ)償機(jī)制。通過(guò)財(cái)政轉(zhuǎn)移支付,對(duì)因保護(hù)和恢復(fù)生態(tài)環(huán)境及其功能、經(jīng)濟(jì)發(fā)展受到限制的地區(qū)給予經(jīng)濟(jì)補(bǔ)償,增強(qiáng)其保護(hù)生態(tài)環(huán)境、發(fā)展社會(huì)公益事業(yè)的能力,保障生態(tài)保護(hù)地區(qū)公平發(fā)展權(quán)。生態(tài)補(bǔ)償政策的有效實(shí)施,有力地保護(hù)了生態(tài)環(huán)境,促進(jìn)了保護(hù)區(qū)鎮(zhèn)、村經(jīng)濟(jì)轉(zhuǎn)型,改善了農(nóng)民生活,補(bǔ)償效果初步顯現(xiàn)。隨著實(shí)踐的深入,生態(tài)補(bǔ)償標(biāo)準(zhǔn)、范圍、管理機(jī)制等方面的問(wèn)題日益凸顯,需要進(jìn)一步提高補(bǔ)償意識(shí)、加大投入力度、完善管理體制、加快立法步伐。 本文通過(guò)理論與實(shí)踐相結(jié)合的方式,對(duì)蘇州市生態(tài)補(bǔ)償實(shí)施情況進(jìn)行深入分析,介紹了蘇州市生態(tài)補(bǔ)償機(jī)制建立以來(lái)取得的成效,揭示了生態(tài)補(bǔ)償實(shí)施中存在的問(wèn)題,進(jìn)而提出完善蘇州市生態(tài)補(bǔ)償機(jī)制的建議方案和實(shí)施對(duì)策,從而進(jìn)一步健全生態(tài)補(bǔ)償機(jī)制,以便更好地發(fā)揮補(bǔ)償資金使用效益。
[Abstract]:Man is a part of nature, and the ecological environment is the basis and prerequisite for human survival. However, since the reform and opening up, China has been developing its economy rapidly at the same time. Some practices have caused great damage to the living environment. The most obvious results are waste and depletion of resources, serious deterioration of ecological environment. The contradiction between ecological environment and sustainable development is gradually becoming apparent. In 2006, the Chinese government formally put forward the concept of ecological compensation in the outline of the 11th Five-Year Plan. As a result, many places began to pay attention to ecological compensation. Since 2010, Suzhou has taken the lead in "testing water" in the province to establish an ecological compensation mechanism. By means of financial transfer payment, economic compensation has been given to areas whose economic development is restricted by protecting and restoring the ecological environment and its functions. Strengthening its ability to protect the ecological environment, develop social welfare undertakings, and ensure the equitable development rights of ecological protection areas. The effective implementation of the ecological compensation policy has effectively protected the ecological environment and promoted the economic transformation of protected areas, towns and villages. With the deepening of practice, the problems of ecological compensation standard, scope, management mechanism and so on have become increasingly prominent. It is necessary to further raise the awareness of compensation, increase investment, and improve the management system. Speed up the pace of legislation. Through the combination of theory and practice, this paper makes a deep analysis of the implementation of ecological compensation in Suzhou, introduces the achievements made since the establishment of the ecological compensation mechanism in Suzhou, and reveals the problems existing in the implementation of ecological compensation. Then it puts forward some suggestions and implementation countermeasures to perfect the ecological compensation mechanism in Suzhou, so as to further perfect the ecological compensation mechanism, so as to bring the benefit of compensation fund into full play.
