【摘要】："十三五"時期,是全面建成小康社會的決勝時期,也是實現(xiàn)農(nóng)業(yè)現(xiàn)代化的攻堅期,必須貫徹落實創(chuàng)新、協(xié)調(diào)、綠色、開放和共享的發(fā)展理念,加快轉(zhuǎn)變農(nóng)業(yè)發(fā)展方式,大力推進現(xiàn)代農(nóng)業(yè)建設(shè)。地方各級財政堅持把農(nóng)業(yè)農(nóng)村作為財政支出的優(yōu)先保障領(lǐng)域,持續(xù)增加對農(nóng)業(yè)農(nóng)村的投入,建立財政支農(nóng)資金投入穩(wěn)定增長機制。同時,進一步創(chuàng)新財政支農(nóng)體制機制,"三農(nóng)"的政策保障由"就農(nóng)言農(nóng)"向"城鄉(xiāng)統(tǒng)籌"轉(zhuǎn)變。但是,財政支農(nóng)項目及資金使用管理中還存在一些諸如項目多頭管理、績效目標不清晰、資金使用管理不完全透明等突出問題。本文系統(tǒng)梳理了財政支農(nóng)面臨的新形勢、存在的問題,在此基礎(chǔ)上,提出完善相關(guān)政策制度、推動體制機制創(chuàng)新、健全財政支農(nóng)資金管理的長效機制等政策建議。
[Abstract]:The 13th Five-Year Plan period is a decisive period for building a well-to-do society in an all-round way, and also a critical period for realizing agricultural modernization. We must implement the development concept of innovation, coordination, green, openness and sharing, and speed up the transformation of the mode of agricultural development. To vigorously promote modern agricultural construction. Local governments at all levels insist on making agriculture and rural areas a priority area of financial expenditure, continue to increase investment in agriculture and rural areas, and establish a stable growth mechanism for the investment of financial support for agriculture. At the same time, We should further innovate the institutional mechanism of financial support for agriculture, and the policy guarantee of "agriculture, rural areas and farmers" should be changed from "on agriculture and agriculture" to "coordinating urban and rural areas". However, there are still some problems such as project long management in financial support for agriculture projects and fund use management. The paper systematically combs the new situation and the existing problems of financial support to agriculture, on the basis of which, it puts forward to perfect the relevant policy system, promote the innovation of system and mechanism, and so on, the performance goal is not clear, the fund use management is not completely transparent and so on. Sound financial support for agricultural funds management of long-term mechanism and other policy recommendations.
