德國(guó)的政治領(lǐng)導(dǎo)與歐債危機(jī)的治理

【摘要】:由希臘債務(wù)問(wèn)題引發(fā)的歐洲債務(wù)危機(jī)是二戰(zhàn)后歐洲一體化歷史進(jìn)程中的重大事件,給歐盟的危機(jī)治理能力帶來(lái)了嚴(yán)峻考驗(yàn)。德國(guó)作為歐洲經(jīng)濟(jì)最重要的"火車(chē)頭",在歐債危機(jī)治理中的角色經(jīng)歷了袖手旁觀、轉(zhuǎn)向介入和發(fā)揮領(lǐng)導(dǎo)三個(gè)階段的變化。德國(guó)在最后階段領(lǐng)導(dǎo)歐盟成員國(guó)貫徹以緊縮財(cái)政、結(jié)構(gòu)性改革為核心的德國(guó)式經(jīng)濟(jì)理念,強(qiáng)化了歐元區(qū)的財(cái)政聯(lián)盟,并建立了歐洲穩(wěn)定機(jī)制這一新的永久性的區(qū)域金融制度安排,大體上平息了危機(jī)。德國(guó)的政治領(lǐng)導(dǎo)在宏觀戰(zhàn)略層面體現(xiàn)為展示公信力、塑造向心力和行使強(qiáng)制力,而在具體操作層面則體現(xiàn)為設(shè)置議程、構(gòu)建共識(shí)和尋求盟友。在歐債危機(jī)的治理過(guò)程中,德國(guó)的政治領(lǐng)導(dǎo)不僅進(jìn)一步推動(dòng)了歐洲區(qū)域制度建設(shè)的深入,而且強(qiáng)化了德國(guó)在歐洲的區(qū)域制度霸權(quán)。本文圍繞德國(guó)如何在歐債危機(jī)治理中發(fā)揮政治領(lǐng)導(dǎo)能力,以創(chuàng)建符合德國(guó)偏好的制度安排這一核心問(wèn)題,對(duì)德國(guó)在歐債危機(jī)中的行為表現(xiàn)進(jìn)行深入的過(guò)程追蹤,并且通過(guò)對(duì)德國(guó)如何領(lǐng)導(dǎo)區(qū)域制度建設(shè)的詳細(xì)闡述和分析,進(jìn)一步檢驗(yàn)和豐富了現(xiàn)實(shí)制度主義的理論體系。
[Abstract]:The European debt crisis caused by the Greek debt problem was a major event in the history of European integration after World War II. The crisis management capacity of the European Union has been severely tested. Germany, the most important "locomotive" of the European economy, has stood idly by in the governance of the European debt crisis. In the final phase, Germany led EU member states to implement the German-style economic concept of austerity and structural reform, which strengthened the fiscal union of the euro zone. The European Stability Mechanism, a new permanent regional financial institutional arrangement, has largely calmed the crisis. Germany's political leadership has shown its credibility, built its centripetal force and exercised its coercive power at the macro strategic level. At the operational level, it is reflected in setting the agenda, building consensus and seeking allies. In the governance of the European debt crisis, Germany's political leadership has not only further promoted the development of European regional institutions. This paper focuses on the core question of how Germany exerts its political leadership in the governance of the European debt crisis in order to create institutional arrangements in line with Germany's preferences. This paper traces the behavior of Germany in the European debt crisis and further tests and enriches the theoretical system of realistic institutionalism through the detailed elaboration and analysis of how Germany leads the construction of regional institutions.
