【摘要】：本文基于公共池塘資源微觀框架,構(gòu)建公共資源合作的宏觀擴(kuò)展框架,分析央地財(cái)政金融關(guān)系變化的得失,提出采取頂層設(shè)計(jì)與地方探索的良性互動和有機(jī)結(jié)合,整體推進(jìn)財(cái)政—金融一體化改革的政策建議。
[Abstract]:Based on the micro framework of public pond resources, this paper constructs the macro extension framework of public resource cooperation, analyzes the gains and losses of the change of fiscal and financial relationship between central and local areas, and proposes to adopt the benign interaction and organic combination of top-level design and local exploration. Policy recommendations for the overall promotion of fiscal-financial integration reform.
