【摘要】：經濟是國家政治的基礎，隨著大城市繁榮到一定的階段，經濟進入穩(wěn)定狀態(tài)，此時提出促進城鎮(zhèn)化發(fā)展能使經濟更上一個臺階。城鎮(zhèn)化在促進經濟發(fā)展方面有著重要的作用，新型城鎮(zhèn)化尤是。然而城鎮(zhèn)化在發(fā)展過程中出現(xiàn)了諸多問題，過快、過急，一味注重大，忽略質量的城鎮(zhèn)化建設，雖然表面上促進了一個地區(qū)的發(fā)展，，然而從長遠看，并不利于發(fā)展。政府適時提出建設新型城鎮(zhèn)化，有利于彌補傳統(tǒng)城鎮(zhèn)化過程中出現(xiàn)的問題。本文的研究有助于揭示財政政策如何作用于建設新型城鎮(zhèn)化及其力度大小。 本文把可持續(xù)發(fā)展和二元經濟理論作為研究的基礎，通過研習國內外已有研究，總結出不足，然后通過對比傳統(tǒng)城鎮(zhèn)化，得出新型城鎮(zhèn)化的進步之處，進一步闡述財政政策在新型城鎮(zhèn)化建設中的功能作用。為了更清晰財政政策與新型城鎮(zhèn)化的相互作用，本文在科學、可行、可獲得的原則上選取城鎮(zhèn)化率、財政支出和人均GDP三個變量來構建了關于三者的計量分析。最終得出財政支出和經濟增長是促進城鎮(zhèn)化水平提高的格蘭杰原因。根據(jù)這一研究結果，分析財政政策在作用于新型城鎮(zhèn)化建設時的不足，希冀政府在財政收入、二元戶籍制度、社會保障等財政方面和經濟發(fā)展方面做出適當?shù)恼{整，以保障新型城鎮(zhèn)化建設的順利推進。
[Abstract]:Economy is the foundation of national politics. With the prosperity of big cities to a certain stage and the economy entering a stable state, it is proposed that promoting the development of urbanization can bring the economy to a higher level. Urbanization plays an important role in promoting economic development. The new type of urbanization is especially true. However, there are many problems in the development of urbanization, which are too fast and too urgent, pay attention to the construction of urbanization blindly and neglect the quality of urbanization. Although on the surface it has promoted the development of a region, in the long run, however, in the long run, The government puts forward the construction of new urbanization in good time, which is helpful to make up for the problems in the process of traditional urbanization. The research in this paper is helpful to reveal how fiscal policy acts on the construction of new type urbanization and its strength. This paper takes sustainable development and dual economic theory as the research foundation, through studying the existing research at home and abroad, summarizes the insufficiency, then through contrasts the traditional urbanization, obtains the new urbanization progress place, In order to clarify the interaction between fiscal policy and new urbanization, this paper selects the urbanization rate in scientific, feasible and available principle. Fiscal expenditure and GDP per capita are three variables to construct the econometric analysis. Finally, it is concluded that fiscal expenditure and economic growth are the Granger reasons for the improvement of urbanization. By analyzing the deficiencies of fiscal policies in the construction of new urbanization, we hope that the government will make appropriate adjustments in fiscal and economic development, such as fiscal revenue, dual household registration system, social security, and so on. In order to ensure the smooth progress of new urbanization construction.
