【摘要】：正20世紀90年代中期,我國財政收入持續(xù)增長,但是財政支出需求持續(xù)擴張,因此財政收入的增長并不能有效解決財政收支矛盾,同時財政資金使用鋪張浪費、財政支出效益不高等問題日益突出。我國進行的部門預算管理制度改革,通過細化預算,提高了資金的使用透明度,但是還是不能很好地解決財政資金使用效益不高、財政資金使用鋪張浪費問題。對財政支出進行績效評價,是有效提高財政資金使用效益的重要手段。財政支出績效評價是指績效評價部門根據(jù)事先設定
[Abstract]:In the middle of 1990s, China's fiscal revenue continued to grow, but the demand for fiscal expenditure continued to expand, so the growth of fiscal revenue can not effectively solve the fiscal revenue and expenditure contradiction, and the use of fiscal funds is extravagant and wasteful. The reform of the departmental budget management system in China has improved the transparency of the use of funds through the refinement of the budget, but it is still unable to solve the problem that the efficiency of the use of financial funds is not high.
