【摘要】：中國高技術(shù)產(chǎn)業(yè)發(fā)展的省際差異是在財政分權(quán)制度下各地方政府所能提供的政策條件的綜合影響結(jié)果,地方政府財政自主權(quán)的提高對當?shù)馗呒夹g(shù)產(chǎn)業(yè)的發(fā)展具有推動作用。本文利用2004~2014年中國29個省(市)的面板數(shù)據(jù)研究發(fā)現(xiàn),在現(xiàn)行財政分權(quán)制度下,地方政府的福利性支出受到財政自主權(quán)的制約,財政自主權(quán)的提高使得地方政府相應(yīng)提高教育、科學(xué)技術(shù)和醫(yī)療衛(wèi)生等福利性支出水平,從而對高技術(shù)產(chǎn)業(yè)的發(fā)展產(chǎn)生顯著的積極作用。而這種影響機制在高技術(shù)產(chǎn)業(yè)發(fā)展良好的地區(qū),其效果更加顯著。在此基礎(chǔ)上,本文提出了促進高技術(shù)產(chǎn)業(yè)發(fā)展的建議。
[Abstract]:The inter-provincial differences in the development of China's high-tech industries are the result of the combined effects of the policy conditions that local governments can provide under the system of fiscal decentralization. The improvement of local government's financial autonomy can promote the development of local high-tech industry. This paper makes use of panel data of 29 provinces (cities) in China from 2004 to 2014 to find out that under the current fiscal decentralization system, The welfare expenditure of the local government is restricted by the financial autonomy, and the improvement of the financial autonomy causes the local government to raise the level of welfare expenditure, such as education, science and technology, and medical and health care. Therefore, it has a significant positive effect on the development of high-tech industry, and the effect of this kind of influence mechanism is more remarkable in the areas with good development of high-tech industry. On the basis of this, the paper puts forward some suggestions for promoting the development of high-tech industry.
