【摘要】：作為扶貧機(jī)制創(chuàng)新,政府購(gòu)買扶貧服務(wù)可有效消解"邊際效益遞減與扶貧資源難以惠及扶貧對(duì)象"等開(kāi)發(fā)式扶貧弊端,提升扶貧資源配置效率、放大財(cái)政支出乘數(shù)效應(yīng)。通過(guò)系統(tǒng)審視我國(guó)財(cái)政扶貧政策"由普惠式向適度競(jìng)爭(zhēng)式"的重心轉(zhuǎn)變與政策異化現(xiàn)象,本文結(jié)合發(fā)達(dá)國(guó)家政府購(gòu)買服務(wù)實(shí)踐經(jīng)驗(yàn),設(shè)計(jì)政府購(gòu)買扶貧服務(wù)的框架,并分析了影響扶貧服務(wù)購(gòu)買的觀念偏差及服務(wù)購(gòu)買系統(tǒng)完善、領(lǐng)域選擇、對(duì)象參與等關(guān)鍵問(wèn)題,以期有針對(duì)性地提出提高扶貧能力、改善民生的保障措施。
[Abstract]:As an innovation of poverty alleviation mechanism, government purchasing poverty alleviation services can effectively eliminate the disadvantages of development-oriented poverty alleviation, such as "diminishing marginal benefits and making poverty alleviation resources difficult to benefit the target of poverty alleviation", so as to enhance the efficiency of the allocation of poverty relief resources. Amplifying the multiplier effect of fiscal expenditure. Through a systematic review of the shift in the focus of our fiscal poverty alleviation policy from inclusive to moderate competition and the phenomenon of policy alienation, this paper combines the practical experience of the governments of developed countries in purchasing services. This paper designs the framework of government purchasing pro-poor services, and analyzes the misconceptions that affect the purchase of pro-poor services, as well as the key issues of service purchase system perfection, domain selection, object participation, and so on, in order to raise poverty alleviation capability. Safeguard measures to improve people's livelihood.
