【摘要】："十二五"期間陜西戰(zhàn)略性新興產(chǎn)業(yè)取得了豐碩的成果,"一帶一路"戰(zhàn)略的實(shí)施使陜西戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展再遇新契機(jī)。文章對(duì)陜西戰(zhàn)略性新興產(chǎn)業(yè)稅收優(yōu)惠政策進(jìn)行了分析研究,結(jié)果發(fā)現(xiàn)存在以下不足:對(duì)科技人才資源激勵(lì)不足;企業(yè)資質(zhì)認(rèn)定過(guò)多,缺乏創(chuàng)新導(dǎo)向機(jī)制;稅收優(yōu)惠政策覆蓋范圍小;企業(yè)風(fēng)險(xiǎn)投資稅收優(yōu)惠缺失。為此提出了相關(guān)建議:優(yōu)化個(gè)人所得稅制度,完善科技人才激勵(lì)措施;完善自主創(chuàng)新優(yōu)惠政策實(shí)施細(xì)則,提高可操作性;擴(kuò)大稅收優(yōu)惠覆蓋范圍,實(shí)現(xiàn)政策普惠性;健全風(fēng)險(xiǎn)投資稅收優(yōu)惠政策。
[Abstract]:During the 12th Five-Year Plan period, Shaanxi strategic emerging industries achieved fruitful results, and the implementation of "Belt and Road" strategy made the development of Shaanxi strategic emerging industries meet with new opportunities again. The article gives preferential tax policies to Shaanxi strategic emerging industries. The policy has been analyzed and studied. The results show that the following deficiencies exist: insufficient incentive to scientific and technological talent resources; excessive identification of enterprise qualifications and lack of innovation-oriented mechanism; small coverage of preferential tax policies; For this reason, some suggestions are put forward: optimizing the individual income tax system, perfecting the incentive measures for scientific and technological talents, perfecting the detailed rules of implementing the preferential policy of independent innovation, improving the maneuverability, expanding the coverage of tax preference, To achieve policy inclusiveness; improve venture capital tax preferential policies.
