【摘要】：調研組在江西省調研時,以問題為導,關注經濟運行中新的不穩(wěn)定、不確定性因素,發(fā)現(xiàn)地方財政運行中新舊問題交織,面臨諸多挑戰(zhàn):(1)財政收支平衡運行的基礎不牢固;(2)地方中期財政規(guī)劃編制受制于信息不對稱及慣性思維;(3)地方債務規(guī)范管理制約了地方政府融資能力;(4)預算執(zhí)行進度總體偏慢;(5)PPP項目在基層推進存在制約;(6)涉企投資基金泛化存在潛在風險;(7)專項轉移支付清理整合觸及的層次還不夠深入;(8)部分地區(qū)公車改革后財政支出不減反增;(9)部分地區(qū)養(yǎng)老保險基金缺口較大。針對上述情況,調研組從以下五個方面提出促進財政經濟穩(wěn)定運行的思路與建議:(1)精準發(fā)力,綜合施策,緩解制約經濟穩(wěn)定運行的不利因素;(2)以國家治理能力與治理體系現(xiàn)代化推進財政支出效率與效益的提升;(3)細化去產能、去庫存、降成本的若干政策;(4)探索中央設目標、省級定政策、市縣出方案的公共政策決策模式;(5)推進基礎養(yǎng)老金全國統(tǒng)籌。
[Abstract]:When investigating and researching in Jiangxi Province, the research group took the problem as the guide, paid attention to the new unstable and uncertain factors in the economic operation, and found that new and old problems were intertwined in the operation of local finance. Facing many challenges: 1) the basis for the balanced operation of fiscal revenue and expenditure is not firm (2) the formulation of local medium-term financial planning is subject to information asymmetry and inertia thinking. 3) the standard management of local debt restricts the local government's ability to raise funds. The progress of the PPP project is on the low side on the whole. There are constraints on the promotion of the PPP project at the basic level. 6) there are potential risks in the generalization of the investment funds involving enterprises. 7) the level of cleaning up and integrating the special transfer payment is not deep enough to go deep into the level of the PPP project.) after the bus reform in some regions, the fiscal expenditure will not be reduced. The gap of pension insurance funds in some regions is large. In view of the above situation, From the following five aspects, the investigation and Research Group put forward the ideas and suggestions for promoting the stable operation of the financial and economic sectors. To alleviate the unfavorable factors that restrict the stable operation of the economy. (2) with the modernization of the national governance capacity and governance system to promote the improvement of the efficiency and efficiency of fiscal expenditure, a number of policies on capacity removal, inventory removal, and cost reduction have been developed to explore the objectives set by the central government. Provincial-level policies, municipal and county programs of public policy decision-making model 5) to promote the national planning of basic pensions.
