【摘要】：隨著政府公共服務(wù)職能逐漸加強(qiáng),公共財政框架逐步構(gòu)建,公眾對財政資金進(jìn)行預(yù)算績效管理的呼聲越來越高；另一方面,部門預(yù)算改革深入推進(jìn),國家對預(yù)算編制和執(zhí)行也提出了更高的要求,建立完善、科學(xué)、合理的海關(guān)預(yù)算績效評價體系,已經(jīng)成為海關(guān)預(yù)算管理改革面臨的重要任務(wù)。在此背景下,本文通過國內(nèi)外財政預(yù)算績效管理理論研究,從海關(guān)預(yù)算體系構(gòu)成、海關(guān)預(yù)算績效管理發(fā)展情況入手,對海關(guān)系統(tǒng)預(yù)算績效評價現(xiàn)狀及取得的成效加以總結(jié),進(jìn)一步對哈爾濱海關(guān)預(yù)算績效管理現(xiàn)狀、存在的問題進(jìn)行分析,并找出原因,提出哈爾濱海關(guān)項目支出績效評價指標(biāo)體系構(gòu)建的研究課題。對項目支出績效進(jìn)行評價,關(guān)鍵是要建立科學(xué)合理的績效評價指標(biāo)體系,這個指標(biāo)體系應(yīng)包括具體的評價指標(biāo)、每個指標(biāo)的評價標(biāo)準(zhǔn)以及適當(dāng)?shù)脑u價方法。本文嘗試按照海關(guān)預(yù)算支出績效評價的基本原則,設(shè)計出緝私辦案類項目績效評價的21個具體指標(biāo),并運用層次分析法確定每個評價指標(biāo)的權(quán)重；以哈爾濱海關(guān)19個隸屬海關(guān)的數(shù)據(jù)為樣本測算每個指標(biāo)的評價標(biāo)準(zhǔn)；根據(jù)評價標(biāo)準(zhǔn)選擇合適的評價方法計算每個評價指標(biāo)的具體得分,并按照每個指標(biāo)的權(quán)重和具體得分得出項目績效評價總得分,最后得出項目總體評價結(jié)論。用科學(xué)的方法對項目支出進(jìn)行績效評價,可以促進(jìn)建立科學(xué)的績效評價制度,培育健康的績效評價機(jī)制。還能夠通過項目支出績效目標(biāo)設(shè)定、執(zhí)行監(jiān)控、評價結(jié)果應(yīng)用,將項目管理貫穿于項目執(zhí)行的前期、中期和后期,從而將項目支出的成本、效率和效益等管理責(zé)任落實,逐步實現(xiàn)項目管理精細(xì)化的要求。目前,哈爾濱海關(guān)績效評價工作尚不成熟,本文對績效評價指標(biāo)體系的研究,希望為哈爾濱海關(guān)項目支出績效評價模式提供有效借鑒,從而提高關(guān)區(qū)整體項目管理水平,實現(xiàn)部門預(yù)算管理目標(biāo)和資源優(yōu)化配置。
[Abstract]:With the gradual strengthening of the government's public service function and the gradual construction of the public financial framework, the public calls for the budget performance management of the financial funds are becoming more and more high. On the other hand, the departmental budget reform is advancing in depth. The state has also put forward higher requirements for budget preparation and implementation. It has become an important task for the reform of customs budget management to establish a perfect, scientific and reasonable evaluation system of customs budget performance. In this paper, through the domestic and foreign financial budget performance management theory research, from the customs budget system structure, customs budget performance management development, the current situation of the customs system budget performance evaluation and the results achieved are summarized. This paper further analyzes the present situation and problems of Harbin Customs Budget performance Management, and finds out the reasons, and puts forward the research topic of constructing the evaluation index system of Harbin Customs Project Expenditure performance, and evaluates the project Expenditure performance. The key is to establish a scientific and reasonable performance evaluation index system, which should include specific evaluation indicators. According to the basic principles of the performance evaluation of the customs budget expenditure, this paper designs 21 specific indicators for the performance evaluation of anti-smuggling projects. The weight of each evaluation index is determined by analytic hierarchy process (AHP), and the evaluation standard of each index is calculated by using 19 data of Harbin Customs as samples. According to the evaluation criteria, select the appropriate evaluation method to calculate the specific score of each evaluation index, and according to the weight and specific score of each index to get the total score of project performance evaluation. Finally, the conclusion of the overall evaluation of the project is drawn. Using scientific methods to evaluate the performance of the project expenditure can promote the establishment of a scientific performance evaluation system and foster a healthy performance evaluation mechanism. Implementation monitoring, application of evaluation results, project management throughout the early, middle and later stages of project implementation, thus implementing the cost, efficiency and effectiveness of project expenditure management responsibilities, and gradually realizing the requirements of project management refinement. Harbin customs performance evaluation work is not yet mature, this paper on the performance evaluation index system, hoping to provide effective reference for Harbin customs project expenditure performance evaluation model, thereby improving the overall project management level. Achieve departmental budget management objectives and optimal allocation of resources.
