財(cái)政支出結(jié)構(gòu)與環(huán)境污染——基于面板門檻模型的實(shí)證研究

【摘要】:基于2004—2014年我國(guó)省級(jí)面板數(shù)據(jù),構(gòu)建非線性面板門檻模型實(shí)證檢驗(yàn)地方政府財(cái)政支出結(jié)構(gòu)對(duì)環(huán)境污染的邊際影響及其門檻特征。結(jié)果表明:財(cái)政支出結(jié)構(gòu)對(duì)地區(qū)污染排放強(qiáng)度的凈影響呈現(xiàn)出顯著的倒"V"型單一門檻特征,對(duì)應(yīng)的經(jīng)濟(jì)密度、人口密度門檻值分別為603.96萬(wàn)元/平方千米和201人/平方千米。也即,在低經(jīng)濟(jì)密度或低人口密度地區(qū),偏向于生產(chǎn)性支出的財(cái)政支出結(jié)構(gòu)更有利于促進(jìn)污染減排效應(yīng)的發(fā)揮;在高經(jīng)濟(jì)密度或高人口密度地區(qū),以非生產(chǎn)性支出為主導(dǎo)的財(cái)政支出結(jié)構(gòu)則更有利于提升地區(qū)污染減排效應(yīng)。
[Abstract]:Based on the provincial panel data from 2004 to 2014, A nonlinear panel threshold model was constructed to test the marginal influence of local government fiscal expenditure structure on environmental pollution and its threshold characteristics. The results show that the net effect of fiscal expenditure structure on regional pollution emission intensity is obvious. The characteristics of the inverted "V" type single threshold, The corresponding economic density, the population density threshold is six million thirty-nine thousand and six hundred yuan / square kilometer and 201 people / square kilometer respectively. The fiscal expenditure structure favoring productive expenditure is more conducive to promoting the emission reduction effect of pollution; in high economic density or high population density areas, The structure of financial expenditure dominated by non-productive expenditure is more helpful to enhance the emission reduction effect of regional pollution.
