【摘要】:財(cái)政支出對(duì)于教育事業(yè)的發(fā)展至關(guān)重要,而地方教育經(jīng)費(fèi)投入的多少直接影響地方教育的延續(xù)與發(fā)展。本研究以民國(guó)時(shí)期合肥縣地方教育財(cái)政為研究對(duì)象,運(yùn)用歷史學(xué)、教育財(cái)政學(xué)、教育經(jīng)濟(jì)學(xué)等多種學(xué)科理論,采取整體與個(gè)案、定量與定性相結(jié)合的方法,就民國(guó)時(shí)期合肥縣的教育經(jīng)費(fèi)籌集管理制度、教育經(jīng)費(fèi)來(lái)源、教育經(jīng)費(fèi)配置及教育狀況進(jìn)行論述,同時(shí)試圖探尋合肥縣教育財(cái)政發(fā)展的趨勢(shì)、及其意義與局限,以揭示民國(guó)時(shí)期合肥縣教育財(cái)政的近代化歷程。 清末勸學(xué)所的設(shè)立標(biāo)志著縣級(jí)教育行政體制的萌芽,而縣級(jí)教育行政體制的確立則意味著教育經(jīng)費(fèi)籌集管理具有了制度化的載體。由勸學(xué)所演化至教育局,教育行政的獨(dú)立、統(tǒng)一和專業(yè)化趨勢(shì)也為經(jīng)費(fèi)籌集管理制度奠定基礎(chǔ)。 民國(guó)時(shí)期合肥縣的教育經(jīng)費(fèi)來(lái)源于學(xué)田租息、附加稅、物捐稅、學(xué)生學(xué)費(fèi)、省款補(bǔ)助、捐資興學(xué),其中學(xué)田租息和教育附加稅占主導(dǎo)。根據(jù)對(duì)合肥縣教育經(jīng)費(fèi)來(lái)源的計(jì)量分析,探索出合肥縣教育經(jīng)費(fèi)發(fā)展的特點(diǎn),即繼承與開(kāi)發(fā)并重,在對(duì)傳統(tǒng)教育資源充分利用的基礎(chǔ)上,開(kāi)拓了一些新的教育經(jīng)費(fèi)籌措渠道。 合肥縣的教育經(jīng)費(fèi)支出主要包括:學(xué)校教育、社會(huì)教育、教育行政及其他支出。在此期間,合肥縣教育經(jīng)費(fèi)支出主要用于學(xué)校教育,其次是教育行政臨時(shí)性歲出等。通過(guò)對(duì)教育經(jīng)費(fèi)配置的研究,可以明晰地探尋和把握合肥縣這一時(shí)期地方財(cái)政作用于地方教育事業(yè)的力度。盡管有了初具雛形的現(xiàn)代教育財(cái)政的支持,由于受到駐軍及頻繁的自然災(zāi)害的重創(chuàng),合肥縣的學(xué)校教育水平僅處于安徽省各縣教育發(fā)展的中等水平,這與合肥縣的文風(fēng)傳統(tǒng)及合肥縣作為安徽省的大縣之一的地位不相適應(yīng)。 合肥縣地方教育財(cái)政演化的過(guò)程反映了縣地方教育財(cái)政發(fā)展的趨勢(shì),即不斷科層化、社會(huì)化和基礎(chǔ)教育化。合肥縣教育財(cái)政發(fā)展的局限包括,各級(jí)各類教育的發(fā)展超出了當(dāng)時(shí)經(jīng)濟(jì)發(fā)展的水平,教育經(jīng)費(fèi)的分散,一定程度上制約了合肥縣基礎(chǔ)教育的發(fā)展。合肥縣教育財(cái)政的發(fā)展具有歷史和現(xiàn)實(shí)意義,歷史意義:在學(xué)制設(shè)置、課程設(shè)置、女性教育等方面推動(dòng)了合肥縣教育的近代化;現(xiàn)實(shí)意義:.在立法并嚴(yán)格執(zhí)法、鼓勵(lì)社會(huì)力量投資辦學(xué)、充分發(fā)展經(jīng)濟(jì)并根據(jù)教育發(fā)展的規(guī)律開(kāi)展教育等方面為現(xiàn)當(dāng)代教育財(cái)政的發(fā)展提供借鑒。
[Abstract]:Fiscal expenditure is of great importance to the development of education, and the amount of local education expenditure directly affects the continuation and development of local education. This study takes Hefei County's local education finance in the period of the Republic of China as the object of study, using history. Based on the theories of educational finance, education economics and so on, this paper adopts the method of combining the whole and individual cases, quantitative and qualitative, to raise and manage the educational funds in Hefei County during the period of the Republic of China, as well as the sources of educational funds. This paper discusses the allocation of educational funds and the current situation of education, and attempts to explore the trend, significance and limitation of the development of educational finance in Hefei County, in order to reveal the modernization of educational finance in Hefei County during the period of the Republic of China. The establishment of the persuasive school in the late Qing Dynasty marked the germination of the county-level educational administrative system, and the establishment of the county-level educational administrative system meant that there was an institutionalized carrier for the management of educational funds. The unification and specialization trend also lays the foundation for the fund raising management system. In the period of the Republic of China, the educational funds of Hefei County came from the rent of study fields, the surtax, the tax on property, the tuition of students, the subsidy of provincial funds, and the donation of funds to build up the school. Based on the econometric analysis of the sources of educational funds in Hefei County, this paper explores the characteristics of the development of educational funds in Hefei County, that is, paying equal attention to inheritance and development, on the basis of making full use of traditional educational resources. Some new ways of raising funds for education have been opened up. The expenditure on education in Hefei County mainly includes: school education, social education, educational administration and other expenditure. During this period, the expenditure on education in Hefei County is mainly used for school education. Secondly, the temporary year out of educational administration. Through the research on the allocation of educational funds, It is possible to clearly explore and grasp the strength of the role of local finance in local education in Hefei County during this period. Despite the rudimentary support of modern education finance, it has been hit hard by the garrison and frequent natural disasters. The level of school education in Hefei County is only at the middle level of the development of education in every county in Anhui Province, which is incompatible with the tradition of literary style in Hefei County and the status of Hefei County as one of the big counties in Anhui Province. The evolution process of local education finance in Hefei county reflects the trend of local education finance development, that is, continuous stratification, socialization and basic education. The limitations of Hefei county education finance development include:. The development of all kinds of education at all levels exceeded the level of economic development at that time, and the dispersion of educational funds restricted the development of basic education in Hefei to a certain extent. The development of educational finance in Hefei has historical and practical significance. Historical significance: the modernization of Hefei county education has been promoted in the aspects of school system setting, curriculum setting, female education, and so on; the practical significance is:. In legislating and strictly enforcing the law, encouraging social forces to invest in running a school. Fully developing economy and carrying out education according to the law of educational development provide references for the development of modern and contemporary education finance.
