【摘要】：城市污水處理行業(yè)由于其公益性特征,決定了政府補(bǔ)貼存在的必要性。在當(dāng)前城市污水處理設(shè)施急需建設(shè)但政府資金短缺的現(xiàn)實(shí)背景下,研究政府財(cái)政補(bǔ)貼制度運(yùn)行的問(wèn)題并找出改善措施就顯得尤為迫切和重要。本文分析了政府補(bǔ)貼制度運(yùn)行中存在的問(wèn)題,并據(jù)此提出了完善政府補(bǔ)貼政策的對(duì)策建議。即分別從融資手段和融資渠道、出臺(tái)相關(guān)的激勵(lì)供給和消費(fèi)政策、推進(jìn)地下綜合管廊建設(shè)以及加大對(duì)新技術(shù)和新產(chǎn)品的研發(fā)等方面提出完善的政策建議。
[Abstract]:Because of its commonweal characteristics, urban sewage treatment industry determines the necessity of government subsidy. Under the background of the urgent construction of urban sewage treatment facilities but the shortage of government funds, It is particularly urgent and important to study the operation of the government subsidy system and find out the improvement measures. This paper analyzes the problems existing in the operation of the government subsidy system. Based on this, the author puts forward the countermeasures and suggestions to perfect the government subsidy policy, that is, from the financing means and the financing channel, the relevant incentive supply and consumption policies are introduced respectively. To promote the construction of underground integrated pipe gallery and to increase the research and development of new technology and new products.
