巴基斯坦電力部門可持續(xù)發(fā)展環(huán)境影響評估

電力部門在經(jīng)濟中的作用對于生產(chǎn)制造、產(chǎn)品消費和服務(wù)至關(guān)重要。電力因其是所有可用能源中用途最廣泛的能源,成為促進經(jīng)濟和社會增長的最重要的基礎(chǔ)設(shè)施之一。人口擴張、城市化、工業(yè)化和技術(shù)進步提高了巴基斯坦的電力消耗。管理不善和戰(zhàn)略規(guī)劃執(zhí)行不當均會降低電力部門的績效和功能。電力部門曾經(jīng)無法滿足日益增長的電力需求,甚至導(dǎo)致持續(xù)的電力短缺,最終嚴重阻礙了巴基斯坦的經(jīng)濟增長。因此,巴基斯坦在20世紀80年代后期將私營部門的資源用于電力生產(chǎn),并實施了多種激勵措施。盡管進行了一系列改革和結(jié)構(gòu)調(diào)整,電力行業(yè)依然慘淡。債務(wù)循環(huán)、能源成本高企、發(fā)電行業(yè)投入不足、發(fā)電能力利用不足和過度使用只是該行業(yè)面臨的眾多問題中的一小部分。巴基斯坦60%以上的電力均來自不可再生資源,加劇了該國的經(jīng)濟和環(huán)境挑戰(zhàn);鹆Πl(fā)電的份額大和容量成本高是進行綠色和廉價能源轉(zhuǎn)型的主要挑戰(zhàn)。本文研究了電力部門的問題、績效和實現(xiàn)可持續(xù)發(fā)展的路徑。本文的第一部分回顧了巴基斯坦電力部門的現(xiàn)狀和2015年出臺的能源政策,進而揭示巴基斯坦發(fā)電、輸電和配電部門的現(xiàn)有問題。為此,本部分使用多維變量比較了2015年和2021年整個電力部門的狀況。巴基斯坦201...
