近年來,隨著俄羅斯與西方國家在烏克蘭問題上的激烈沖突,俄羅斯政府主動(dòng)加強(qiáng)與中國的能源合作,并與中國就油氣貿(mào)易達(dá)成了一系列重要協(xié)議。相應(yīng)地,我國能源缺口巨大,70%的原油來自進(jìn)口,國內(nèi)天然氣供應(yīng)能力十分有限。中俄能源供需的高度互補(bǔ)性構(gòu)成了研究的背景和前提。這項(xiàng)研究的主要目的是分析俄中經(jīng)濟(jì)合作的現(xiàn)狀,找出阻礙其發(fā)展的主要問題,并提出一系列有助于解決這些問題的建議。燃料和能源綜合體在俄羅斯聯(lián)邦和中國的經(jīng)濟(jì)中發(fā)揮著重要作用,但是,自21世紀(jì)初以來,由于經(jīng)濟(jì)增長的需求不斷增加,中國一直在國內(nèi)生產(chǎn)與能源消費(fèi)之間出現(xiàn)差距。目前,中俄能源合作正在取得巨大進(jìn)展,但進(jìn)一步合作的空間巨大。目前,俄羅斯的石油產(chǎn)品占中國石油進(jìn)口的15%。相應(yīng)地,俄羅斯的石油產(chǎn)品占世界市場的20%以上。此外,俄羅斯是西歐的主要天然氣供應(yīng)國,但在中國天然氣進(jìn)口領(lǐng)土上,俄產(chǎn)品占比不到10%。因此,就目前形勢而言,俄中能源合作還有進(jìn)一步擴(kuò)大的空間。俄羅斯和中國之間的能源合作具有戰(zhàn)略意義,并且具有互利的利益。首先,這一領(lǐng)域的合作有助于加強(qiáng)東北亞的能源安全。其次,互動(dòng)為雙方的燃料和能源綜合體的發(fā)展開辟了前景。第三,俄羅斯聯(lián)邦在為昂貴的項(xiàng)目...
