東尼羅河流域水電政治互動(dòng)及糧食與能源安全問(wèn)題

本研究主要試圖考察東尼羅河次流域國(guó)家之間不斷變化的水電政治互動(dòng)如何影響沿岸國(guó)家對(duì)東尼羅河次流域水資源的利用,從而決定它們?cè)谒^的“電力-水-糧食-能源的關(guān)系”中的能源和糧食安全。東尼羅河次流域(ENSB)是指由埃及、埃塞俄比亞和蘇丹組成的次流域。埃塞俄比亞是尼羅河水資源豐富的國(guó)家。埃及和蘇丹這兩個(gè)處于最下游同時(shí)最依賴(lài)尼羅河沿岸水域的地區(qū)也位于東尼羅河次流域。東尼羅河次流域值得研究的原因有很多。首先,東尼羅河次流域由尼羅河流域沿岸國(guó)家中那些對(duì)尼羅河流域有相當(dāng)?shù)睦婧完P(guān)切的國(guó)家組成。他們的發(fā)展都需要東尼羅河次流域的水資源。其次,從水電政治互動(dòng)的角度來(lái)看,反霸權(quán)國(guó)家埃塞俄比亞及一直努力維持現(xiàn)狀的最下游國(guó)家埃及和蘇丹都位于該次流域。從水安全角度來(lái)看,埃及和蘇丹依賴(lài)主要來(lái)自埃塞俄比亞的水資源,埃塞俄比亞希望水資源可以助力其發(fā)展。此外,該次流域連接著尼羅河和非洲之角這兩個(gè)充斥著沖突的地區(qū),具有重要的地緣戰(zhàn)略意義。從地緣政治的角度看,非盟和阿盟的總部也分別位于埃塞俄比亞和埃及。以上原因使得東尼羅河次流域沿岸國(guó)家間的水電政治互動(dòng)更加復(fù)雜,從而使東尼羅河次流域成為更大范圍的水電政治競(jìng)爭(zhēng)的熱點(diǎn)。在很大程度...
