【摘要】：隨著社會(huì)經(jīng)濟(jì)的不斷發(fā)展,電力企業(yè)在承擔(dān)社會(huì)責(zé)任的同時(shí)實(shí)現(xiàn)利潤(rùn)最大化。電力企業(yè)有必要通過(guò)強(qiáng)化自身管理,降低整體成本,構(gòu)建核心競(jìng)爭(zhēng)力。其中項(xiàng)目物資成本占項(xiàng)目總成本的60%左右,如何降低物資成本成為降低企業(yè)成本的關(guān)鍵。本文采用文獻(xiàn)法、調(diào)查研究法、案例分析法對(duì)項(xiàng)目物資采購(gòu)管理進(jìn)行研究。在參考大量以往關(guān)于此題材研究的文獻(xiàn)之后,運(yùn)用物資供應(yīng)鏈管理和精益化管理理論,并結(jié)合實(shí)際工作,以水貝變電站改造項(xiàng)目物資采購(gòu)管理為例,解決了采購(gòu)的招投標(biāo)管理、合同管理、履約管理、品質(zhì)管理等物資采購(gòu)管理流程中出現(xiàn)的問(wèn)題。并使采購(gòu)的各個(gè)環(huán)節(jié)銜接起來(lái),從采購(gòu)訂單開(kāi)始,檢驗(yàn)物資、入庫(kù)、發(fā)票、付款全程改進(jìn),實(shí)現(xiàn)物流、信息流和資金流的集成,降低采購(gòu)成本,提高工作效率,減少環(huán)節(jié)中的浪費(fèi)。同時(shí)建立新的物資采購(gòu)管理機(jī)制和評(píng)價(jià)體系,開(kāi)發(fā)新的物資管理信息系統(tǒng)。
[Abstract]:With the continuous development of social economy, electric power enterprises not only bear social responsibility, but also maximize profits. It is necessary for electric power enterprises to strengthen their own management, reduce the overall cost and build core competitiveness. Among them, the project material cost accounts for about 60% of the total project cost, how to reduce the material cost has become the key to reduce the enterprise cost. This paper uses the literature method, the investigation research method, the case analysis method to carry on the research to the project material purchase management. After referring to a large number of previous literature on this subject, using the theory of material supply chain management and lean management, and combining with the actual work, taking the material procurement management of Shuibei substation transformation project as an example, this paper solves the problems in the procurement management process, such as bidding management, contract management, performance management, quality management and so on. And make the procurement link up, from the purchase order, inspection of materials, warehousing, invoices, payment improvement, to achieve the integration of logistics, information flow and capital flow, reduce procurement costs, improve work efficiency, reduce waste in the link. At the same time, establish a new material procurement management mechanism and evaluation system, develop a new material management information system.
