【摘要】：江西長(zhǎng)江通用航空有限公司是中航洪都航空工業(yè)集團(tuán)、中航洪都航空工業(yè)股份公司全額投資的一家全民所有制企業(yè),1995年成立并運(yùn)行至今。目前是江西省唯一的一家獲準(zhǔn)運(yùn)營(yíng)的通用航空公司。多年來(lái)該公司依靠洪都集團(tuán),充分發(fā)揮洪都集團(tuán)技術(shù)人員,所屬場(chǎng)站設(shè)備的優(yōu)勢(shì),其業(yè)務(wù)主要是對(duì)內(nèi)承擔(dān)工廠研制的民用飛機(jī)的科研試飛、生產(chǎn)交付、售后服務(wù)以及推廣使用,對(duì)外按民航規(guī)章要求為通用航空市場(chǎng)提供工農(nóng)業(yè)航空作業(yè)服務(wù)。然而近年來(lái)隨著洪都集團(tuán)的民機(jī)科研生產(chǎn)的減少和外來(lái)通用航空公司的擠占通用航空市場(chǎng),長(zhǎng)江通用航空公司的發(fā)展也逐步陷入了停止不前和萎縮的狀態(tài)。因此,長(zhǎng)江通航正面臨著一場(chǎng)在新的形勢(shì)下企業(yè)如何才能生存和發(fā)展的戰(zhàn)略抉擇。 本文依據(jù)作者在民航企業(yè)生產(chǎn)運(yùn)行崗位和政府行政管理崗位多年的實(shí)踐經(jīng)驗(yàn),結(jié)合在經(jīng)濟(jì)和管理學(xué)中學(xué)習(xí)的相關(guān)企業(yè)戰(zhàn)略管理理論和思想,通過(guò)實(shí)地調(diào)研,走訪了解,縝密思維分析,科學(xué)和全面闡述了江西長(zhǎng)江通用航空公司面臨的現(xiàn)狀,指出了在該企業(yè)戰(zhàn)略管理中存在的主要問(wèn)題是：專業(yè)人才缺失；缺乏經(jīng)營(yíng)自主性；產(chǎn)品缺乏競(jìng)爭(zhēng)優(yōu)勢(shì)；生產(chǎn)資料條件單一。并針對(duì)以上問(wèn)題,通過(guò)分析比較國(guó)內(nèi)外通用航空企業(yè)戰(zhàn)略發(fā)展經(jīng)驗(yàn),結(jié)合江西長(zhǎng)江通航公司實(shí)際,從基于我國(guó)目前通用航空業(yè)內(nèi)、外部環(huán)境影響,企業(yè)自身優(yōu)、劣勢(shì)的角度,分析了影響該企業(yè)戰(zhàn)略發(fā)展的主要因素,提出了江西長(zhǎng)江通用航空公司發(fā)展過(guò)程中應(yīng)該分階段選擇股份制改革戰(zhàn)略、競(jìng)爭(zhēng)力戰(zhàn)略、一體化戰(zhàn)略、聯(lián)盟戰(zhàn)略和支線戰(zhàn)略。同時(shí),作者建議江西長(zhǎng)江通用航空公司在具體的發(fā)展戰(zhàn)略實(shí)施過(guò)程中應(yīng)該充分利用行業(yè)政策和爭(zhēng)取政府扶持,加大引進(jìn)先進(jìn)航空器,積極引進(jìn)外部資金,注重員工素質(zhì)培養(yǎng),采用多種營(yíng)銷策略并積極發(fā)展新型業(yè)務(wù)。
[Abstract]:Jiangxi Changjiang General Aviation Co., Ltd. is a full-owned enterprise owned by China Aviation and Aviation Industry Group, China Aviation and Aviation Industry Co., Ltd., established and running so far in 1995. At present, it is the only general aviation company authorized to operate in Jiangxi Province. For many years, the company relies on the flood group to give full play to the advantages of the technical personnel of the flood group and the equipment of the field station, and the business is mainly the scientific research test, production and delivery, after-sales service and the promotion and use of the civil aircraft developed by the factory. To provide industrial and agricultural aviation operation services to the general aviation market in accordance with the regulations of the civil aviation. However, with the decrease of the research and production of the Miner and the general aviation market of the foreign general airlines in recent years, the development of the general aviation carriers of the Yangtze River has also been in a state of faltering and shrinking. Therefore, the Yangtze River is facing a strategic choice for how to survive and develop in a new situation. Based on the experience of the author's multi-year experience in the production and operation of civil aviation enterprises and the post of government administration, this paper combines the theory and thought of the relevant enterprise's strategic management, which is studied in the economy and management, through the field investigation, the visit, and the thought of the government. The paper analyses the present situation of the general aviation carrier of the Yangtze River in Jiangxi, and points out the main problems in the enterprise's strategic management: the lack of professionals, the lack of the autonomy of the operation, the lack of competitive advantage of the products, and the condition of the means of production. I. Based on the above problems, through the analysis and comparison of the domestic and foreign general aviation enterprise strategic development experience, in combination with the actual situation of the Yangtze River Navigation Company in Jiangxi, from the angle of the current general aviation industry, the external environment, the enterprise itself and the inferior position based on the present general aviation industry in Jiangxi In this paper, the main factors that affect the development of the enterprise's strategy are analyzed, and the strategy of joint-stock reform, competitive strategy, integration strategy, alliance strategy and branch line should be selected in a phased manner in the development of the general aviation carrier of the Yangtze River. At the same time, the author suggests that the Yangtze River General Airlines should take full advantage of the industry policy and win the government support during the implementation of the specific development strategy, increase the introduction of the advanced aircraft, actively introduce external funds, and pay attention to the quality of the staff Foster, adopt a variety of marketing strategies and actively develop new industry
