CD煙草公司目標(biāo)績效管理模式的探索與實(shí)踐

【摘要】:當(dāng)前,在全球經(jīng)濟(jì)一體化的趨勢之下,市場競爭日趨激烈。隨著中國加入WTO,逐步與全球經(jīng)濟(jì)融為一體,國內(nèi)煙草企業(yè)將面臨國際煙草巨頭的競爭挑戰(zhàn)和市場化改革的迫切壓力。煙草商業(yè)企業(yè)承擔(dān)著卷煙從生產(chǎn)最終進(jìn)入消費(fèi)領(lǐng)域的重要角色,其企業(yè)管理水平的高低直接決定著卷煙流通的效率以及對零售客戶的服務(wù)能力。因此,提升企業(yè)管理水平進(jìn)而增強(qiáng)服務(wù)能力,促進(jìn)傳統(tǒng)商業(yè)向現(xiàn)代流通轉(zhuǎn)變成為業(yè)內(nèi)一致共識。 在越來越強(qiáng)調(diào)內(nèi)涵式發(fā)展的大背景下,市場競爭歸根結(jié)底是企業(yè)管理水平的競爭。要成為國內(nèi)一流、國際領(lǐng)先的現(xiàn)代卷煙流通企業(yè),就要綜合運(yùn)用多種先進(jìn)的管理方法和工具,提升企業(yè)內(nèi)部管理水平和運(yùn)行效率。目標(biāo)績效管理和精益管理思想等管理科學(xué)方興未艾,被大多數(shù)優(yōu)秀企業(yè)予以運(yùn)用,將其與企業(yè)發(fā)展實(shí)際結(jié)合,構(gòu)建具有自身特色的管理模式,已成為煙草企業(yè)管理者十分必要的選擇。 本文結(jié)合CD煙草公司的管理實(shí)際,以目標(biāo)績效模式的運(yùn)用為研究對象,詳細(xì)闡述了該公司目標(biāo)管理模式的構(gòu)建和改進(jìn)過程。筆者以提高CD煙草企業(yè)整體績效為目標(biāo),對如何構(gòu)建符合組織需要的目標(biāo)管理模式進(jìn)行了深入分析研究。針對以前督察考核模式運(yùn)行中存在的問題和不足,運(yùn)用目標(biāo)管理和績效管理理論,對公司目標(biāo)績效管理模式進(jìn)行了重新設(shè)計,基本搭建起了一套全面覆蓋、符合實(shí)際、系統(tǒng)性較強(qiáng)的目標(biāo)指標(biāo)體系、考核體系和運(yùn)行機(jī)制。通過運(yùn)行和實(shí)施,根據(jù)該模式的運(yùn)行成效以及薄弱環(huán)節(jié),運(yùn)用精益思想的原則進(jìn)行優(yōu)化、精簡和完善,使之更加符合企業(yè)實(shí)際。特別是針對個別行政管理類工作目標(biāo)不便量化和細(xì)化的情況,積極探索在工作質(zhì)量和效率兩個維度設(shè)置量化指標(biāo)進(jìn)行控制,并根據(jù)部門和崗位的職能職責(zé)將指標(biāo)體系逐級分解,構(gòu)建起了“人人肩上有指標(biāo),千斤重?fù)?dān)人人挑”的管理格局。 本文共分六章:第一章緒論,主要指出本論文的研究背景和研究內(nèi)容,并闡述了研究方法和論文的整體結(jié)構(gòu)。第二章主要介紹論文研究涉及的理論基礎(chǔ)。第三章全面介紹了工作督察模式,并通過分析與總結(jié),指出其中存在的問題和不足。第四章針對工作督察模式存在的問題和不足,提出了具體的解決方案,明確了目標(biāo)績效管理模式的思路、具體架構(gòu)和主要內(nèi)容。第五章對目標(biāo)績效管理的運(yùn)行情況進(jìn)行分析總結(jié),提出優(yōu)化完善方案并進(jìn)行實(shí)際運(yùn)行驗(yàn)證效果。第六章是結(jié)束語,對公司目標(biāo)績效管理工作的過程及成效進(jìn)行總結(jié),并提出管理建議。
[Abstract]:At present, under the trend of global economic integration, the market competition is becoming more and more fierce. With China's entry into WTO, and the integration of China's entry into WTO, and the global economy, domestic tobacco enterprises will face the competition challenge of international tobacco giants and the urgent pressure of market-oriented reform. Tobacco commercial enterprises play an important role in the field of cigarette production and consumption, and the level of enterprise management directly determines the efficiency of cigarette circulation and the service ability to retail customers. Therefore, it has become a consensus in the industry to improve the management level of enterprises and enhance the service ability, and promote the transformation of traditional business to modern circulation. Under the background of more and more emphasis on implicit development, market competition is the competition of enterprise management level in the final analysis. In order to become a first-class domestic and international leading modern cigarette circulation enterprise, it is necessary to comprehensively use a variety of advanced management methods and tools to improve the internal management level and operational efficiency of the enterprise. Management science such as target performance management and lean management is in the ascendant. It has become a very necessary choice for tobacco enterprise managers to combine it with the actual development of enterprises and construct a management model with their own characteristics. Based on the management practice of CD Tobacco Company and the application of the target performance model, this paper expounds in detail the construction and improvement process of the target management model of the company. In order to improve the overall performance of CD tobacco enterprises, the author makes a deep analysis and research on how to construct a target management model to meet the needs of the organization. In view of the problems and shortcomings existing in the operation of the previous inspection mode, this paper redesigns the target performance management mode of the company by using the theory of target management and performance management, and basically sets up a set of target index system, assessment system and operation mechanism with comprehensive coverage, in line with the reality and with strong systematicness. Through operation and implementation, according to the operation effect and weak links of the model, the principle of lean thought is used to optimize, simplify and perfect, so as to make it more in line with the reality of the enterprise. In particular, in view of the inconvenient quantification and refinement of individual administrative work objectives, this paper actively explores the establishment of quantitative indicators in the two dimensions of work quality and efficiency, and decomposes the index system step by step according to the functional responsibilities of departments and posts, and constructs the management pattern of "everyone has an index on his shoulder and a thousand catties bear a heavy burden". This paper is divided into six chapters: the first chapter is the introduction, which mainly points out the research background and content of this paper, and expounds the research methods and the overall structure of the paper. The second chapter mainly introduces the theoretical basis of the paper. The third chapter introduces the mode of work supervision in an all-round way, and through analysis and summary, points out the existing problems and shortcomings. In the fourth chapter, aiming at the problems and shortcomings of the work supervision mode, the concrete solutions are put forward, and the train of thought, the concrete structure and the main content of the target performance management mode are clarified. In the fifth chapter, the operation of target performance management is analyzed and summarized, and the optimization and improvement scheme is put forward and the actual operation effect is verified. The sixth chapter is the conclusion, which summarizes the process and effect of the company's target performance management, and puts forward some management suggestions.
