【摘要】：“十一五”以來,赤峰依托資源優(yōu)勢,加快有色金屬產(chǎn)業(yè)發(fā)展步伐,有色金屬行業(yè)綜合實力大幅提升,已經(jīng)成為赤峰市第一大支柱產(chǎn)業(yè)。 但是,赤峰有色金屬產(chǎn)業(yè)發(fā)展過程中也存在諸多問題,已經(jīng)成為赤峰經(jīng)濟發(fā)展過程中面臨的一個重要課題。這就需要我們仔細(xì)認(rèn)真分析赤峰有色金屬產(chǎn)業(yè)目前存在的問題,探討赤峰有色金屬產(chǎn)業(yè)發(fā)展的路徑,提出解決有色金屬產(chǎn)業(yè)發(fā)展的政策建議。 文章在第一部分詳細(xì)分析現(xiàn)在赤峰有色金屬產(chǎn)業(yè)發(fā)展現(xiàn)狀、存在問題。第二部分對赤峰有色金屬產(chǎn)業(yè)發(fā)展用SWOT方法從優(yōu)勢、存在問題、潛在機會、外部威脅四個方面具體分析。第三部分得出結(jié)論：赤峰有色金屬產(chǎn)業(yè)升級是發(fā)展必由之路。第四部分赤峰有色金屬產(chǎn)業(yè)發(fā)展戰(zhàn)略研究的結(jié)論與政策建議：有色金屬產(chǎn)業(yè)今后發(fā)展的重點是產(chǎn)業(yè)升級和結(jié)構(gòu)調(diào)整,并明確提出有色金屬產(chǎn)業(yè)發(fā)展方向是結(jié)合本地企業(yè)和資源情況,走產(chǎn)品深加工的可持續(xù)發(fā)展道路。在這樣的大背景下,赤峰有色金屬產(chǎn)業(yè)在保持快速發(fā)展的同時,一定要準(zhǔn)確把握國家的產(chǎn)業(yè)政策,盡快制定符合地方實際的支持有色金屬產(chǎn)業(yè)發(fā)展的政策,在金融、財稅、土地以及循環(huán)經(jīng)濟方面出臺政策,切實轉(zhuǎn)變增長方式,加快產(chǎn)業(yè)升級,大力發(fā)展深加工產(chǎn)品,走出一條具有赤峰特色的有色金屬產(chǎn)業(yè)強市之路。
[Abstract]:Since the Eleventh five-year Plan, Chifeng, relying on its resource advantages, has accelerated the development of non-ferrous metal industry. The comprehensive strength of the non-ferrous metal industry has been greatly enhanced, and has become the first pillar industry in Chifeng City. However, there are many problems in the development of Chifeng non-ferrous metal industry, which has become an important subject in the economic development of Chifeng. This requires us to carefully analyze the existing problems of Chifeng non-ferrous metal industry, explore the development path of Chifeng non-ferrous metal industry, and put forward some policy suggestions to solve the development of non-ferrous metal industry. In the first part, the present situation and problems of Chifeng non-ferrous metal industry are analyzed in detail. The second part of the development of Chifeng non-ferrous metal industry from the advantages, existing problems, potential opportunities, external threats from four aspects of the specific analysis of the SWOT method. The third part draws the conclusion: the upgrading of Chifeng non-ferrous metal industry is the only way to develop. The fourth part is the conclusion and policy suggestion of the research on the development strategy of Chifeng non-ferrous metal industry: the focus of the future development of non-ferrous metal industry is industrial upgrading and structural adjustment. It is pointed out that the development direction of non-ferrous metal industry is the sustainable development of deep processing of products combined with the situation of local enterprises and resources. Under such a background, while maintaining rapid development of Chifeng's non-ferrous metal industry, we must accurately grasp the country's industrial policies and formulate as soon as possible policies that are in line with local realities to support the development of non-ferrous metal industries, in finance, finance and taxation. We should introduce policies on land and circular economy, change the way of growth, speed up the upgrading of industries, vigorously develop deeply processed products, and take a road to strengthen the market of non-ferrous metal industries with Chifeng characteristics.
