智能電網(wǎng)信息資源規(guī)劃與管理研究

【摘要】:具有靈活、清潔、安全、經(jīng)濟、友好等性能的智能電網(wǎng)是未來電網(wǎng)的發(fā)展方向。本文以信息工程方法論為指導,對現(xiàn)階段智能電網(wǎng)信息資源規(guī)劃與管理領域存在的問題進行了論述與分析,指出了問題根源在于當電網(wǎng)信息資源規(guī)劃戰(zhàn)略存在偏差,在管理方法上存在不足。在此基礎上,提出了信息資源規(guī)劃的戰(zhàn)略選擇是從戰(zhàn)略選擇上以整體發(fā)展戰(zhàn)略為基礎,標準化戰(zhàn)略為支撐,區(qū)域競爭戰(zhàn)略為先導,三位一體、齊頭并進。以實際應用為例提出了智能電網(wǎng)信息資源管理方法:智能電網(wǎng)海量信息資源管理、智能電網(wǎng)多媒體信息資源整合管理。最后,通過湖北電力公司智能電網(wǎng)應用實例從整體發(fā)展戰(zhàn)略下的集成管理、標準化戰(zhàn)略下的過程管理和區(qū)域競爭戰(zhàn)略下的績效評估管理三個維度,分析了智能電網(wǎng)信息化規(guī)劃管理方法的選擇與應用前景,論證了本文中智能電網(wǎng)信息資源規(guī)劃戰(zhàn)略和管理方法選擇的必要性。
[Abstract]:Smart grid with flexible, clean, safe, economical, friendly and other performance is the future direction of grid development. Guided by the methodology of information engineering, this paper discusses and analyzes the problems existing in the field of information resource planning and management in smart grid at present, and points out that the root of the problem lies in the deviation of the strategy of information resource planning in power grid. There are shortcomings in management methods. On this basis, it puts forward that the strategic choice of information resource planning is based on the overall development strategy, standardized strategy as the support, regional competition strategy as the guide, trinity, and go hand in hand with each other from the strategic choice of the whole development strategy, the standardization strategy as the support, the regional competition strategy as the guide. Taking practical application as an example, this paper puts forward a management method of smart grid information resources: smart grid mass information resources management, smart grid multi-media information resources integration management. Finally, through the application example of Hubei Electric Power Company smart grid from the integrated management under the overall development strategy, the process management under the standardization strategy and the performance evaluation management under the regional competition strategy, This paper analyzes the selection and application prospect of intelligent grid information planning and management method, and demonstrates the necessity of selecting intelligent grid information resource planning strategy and management method in this paper.
