我國電動汽車產(chǎn)業(yè)實(shí)現(xiàn)科學(xué)發(fā)展問題研究

【摘要】:隨著世界經(jīng)濟(jì)的快速發(fā)展,全球能源消耗速度不斷激增,環(huán)境污染嚴(yán)重程度也在加劇,能源與環(huán)境問題已成為制約世界經(jīng)濟(jì)發(fā)展的主要瓶頸。如何應(yīng)對未來的能源及環(huán)境危機(jī),實(shí)現(xiàn)經(jīng)濟(jì)效益和環(huán)境效益的雙贏,達(dá)成到2050年徹底建立低碳經(jīng)濟(jì)社會的目標(biāo),已成為全球的當(dāng)務(wù)之急。 中國作為發(fā)展中國家,國民經(jīng)濟(jì)增長速度一日千里,但同時中國也是世界能源消耗大國,經(jīng)濟(jì)快速發(fā)展與環(huán)境持續(xù)惡化的矛盾已日益突顯。在此背景下,發(fā)展電動汽車產(chǎn)業(yè),將為我國汽車產(chǎn)業(yè)實(shí)現(xiàn)科學(xué)跨越式發(fā)展提供重要的戰(zhàn)略機(jī)遇,對中國汽車產(chǎn)業(yè)未來是否能夠可持續(xù)發(fā)展有著直接而深遠(yuǎn)的影響。 我國自“九五”、“十五”期間開始對電動汽車進(jìn)行研發(fā),核心技術(shù)亦不斷進(jìn)步。截止至今,已經(jīng)開始向批量示范和產(chǎn)業(yè)化方向升級,電動汽車已不再停留在概念和實(shí)驗(yàn)室中。但電動汽車在產(chǎn)業(yè)化方面仍面臨著很多發(fā)展瓶頸,中國如何根據(jù)自身的情況,制定科學(xué)的產(chǎn)業(yè)化路線,解決電動汽車產(chǎn)業(yè)實(shí)現(xiàn)科學(xué)發(fā)展的問題,是當(dāng)前的要務(wù)之一。 我國電動汽車發(fā)展主要經(jīng)歷了三個基本歷程,目前仍處于產(chǎn)業(yè)化發(fā)展初期階段,核心技術(shù)不斷升級、配套體系不斷完善,逐步具備產(chǎn)業(yè)化的能力。但口前仍存在一些發(fā)展問題,如瓶頸技術(shù)尚未突破、生產(chǎn)成本居高不下、充電設(shè)施及核心部什供應(yīng)配套尚未健全、標(biāo)準(zhǔn)規(guī)范不夠完善、產(chǎn)業(yè)政策支持力度不夠等,這些與消費(fèi)者對電動汽車的認(rèn)知程度不夠、企業(yè)對新事物投資信心不足、國家的激勵及調(diào)控作用未完全發(fā)揮等有重要的關(guān)系。本文基于科學(xué)發(fā)展觀理念,從創(chuàng)新、統(tǒng)籌、持續(xù)發(fā)展等維度分析我國電動汽車產(chǎn)業(yè)實(shí)現(xiàn)科學(xué)發(fā)展的問題。圍繞研究主體,廣泛吸收己有的理論,尋找電動汽車產(chǎn)業(yè)發(fā)展問題研究的理論起點(diǎn)。根據(jù)我國當(dāng)前實(shí)際情況,提出我國電動汽車產(chǎn)業(yè)實(shí)現(xiàn)科學(xué)發(fā)展的指導(dǎo)思想和基本原則,提出技術(shù)創(chuàng)新、政策驅(qū)動、統(tǒng)籌兼顧、綠色發(fā)展的基本思路。最后,提出我國電動汽車產(chǎn)業(yè)實(shí)現(xiàn)科學(xué)發(fā)展的主要對策,如提高消費(fèi)者意識、突破瓶頸技術(shù)、加大國家政策扶持力度、完善配套設(shè)施、優(yōu)化整合各方資源等。
[Abstract]:With the rapid development of the world economy, the speed of global energy consumption is increasing rapidly, and the serious degree of environmental pollution is also increasing. Energy and environmental problems have become the main bottleneck restricting the development of the world economy. How to deal with the future energy and environmental crisis, realize the win-win results of economic and environmental benefits, and achieve the goal of establishing a low-carbon economy and society thoroughly by 2050 has become the urgent task of the whole world. As a developing country, China's national economy is growing at a rapid pace, but at the same time, China is also a major energy consuming country in the world. The contradiction between rapid economic development and continuous deterioration of the environment has become increasingly prominent. In this context, the development of electric vehicle industry will provide an important strategic opportunity for China's automobile industry to achieve a scientific leap-forward development, and will have a direct and far-reaching impact on the sustainable development of China's automobile industry in the future. Since the Ninth five-year Plan and the Tenth five-year Plan period, electric vehicles have been researched and developed in our country. So far, has begun to upgrade to batch demonstration and industrialization, electric vehicles no longer remain in the concept and laboratory. However, there are still many bottlenecks in the industrialization of electric vehicles. It is one of the most important tasks for China to draw up a scientific industrialization route according to its own situation and to solve the problem of realizing the scientific development of electric vehicle industry. The development of electric vehicles in China has gone through three basic courses. At present, it is still in the initial stage of industrialization, the core technology is continuously upgraded, the matching system is constantly improved, and gradually has the ability of industrialization. However, there are still some development problems in front of the mouth, such as the bottleneck technology has not yet broken through, the production costs remain high, the supply of charging facilities and core departments has not yet been improved, the standards and norms are not perfect enough, and the support for industrial policies is insufficient, and so on. These are related to the inadequacy of consumers' cognition of electric vehicles, the lack of investment confidence of enterprises in new things, and the fact that the incentive and regulation of the state has not been fully played. Based on the concept of scientific development, this paper analyzes the scientific development of electric vehicle industry in China from the perspectives of innovation, overall planning and sustainable development. Focusing on the main body of the research, widely absorbing the existing theory, looking for the theoretical starting point of the development of electric vehicle industry. According to the present situation of our country, this paper puts forward the guiding ideology and basic principles of realizing the scientific development of the electric vehicle industry in our country, and puts forward the basic train of thought of technological innovation, policy-driven, comprehensive planning and green development. Finally, the main countermeasures to realize the scientific development of electric vehicle industry in China are put forward, such as raising consumer consciousness, breaking through bottleneck technology, increasing national policy support, perfecting supporting facilities, optimizing the integration of various resources, and so on.
