火電廠負(fù)責(zé)人績(jī)效考核理論與方法研究
[Abstract]:At the beginning of the 21st century, the reform of the electric power system and the supervision system of the state-owned assets in our country put forward new challenges to the operation of the thermal power enterprises. In order to meet the needs of competition and management, it is necessary for thermal power enterprises to establish a set of performance appraisal system suitable for their own characteristics. However, most of the current performance appraisal system of thermal power plant heads is not perfect, the selection of performance indicators is lack of maneuverability, lack of performance guidance and feedback, and the evaluation results are not fully used. If we want to design a practical and applicable performance appraisal system for the person in charge of a thermal power plant, we must fully consider the current situation of production and management of thermal power enterprises, and study the application of advanced performance appraisal methods, in order to play the role of management performance and improve the performance. This paper first combs the domestic and foreign literature, studies and summarizes the related theories and methods of performance management. Based on the analysis of the problems existing in the current performance management system of thermal power enterprises, a new research method of performance management is put forward, and the optimization and improvement scheme for the assessment of the person in charge of the thermal power plant is put forward. In determining the key success factors and key performance indicators, the idea of combining balanced scorecard with key performance indicators is innovatively applied, and the KPI-BSC method is put forward. At the same time, the weight of each evaluation index is determined by analytic hierarchy process (AHP). Thus reconstructs a set of thermal power plant person in charge of the performance appraisal system. In practice, because the selection of the performance appraisal system accords with the characteristics of thermal power enterprises and the environmental characteristics of thermal power enterprises, it can be used as a reference for the performance appraisal work of the person in charge of thermal power enterprises in China. It is of practical significance to effectively evaluate the performance of the person in charge of the thermal power enterprise and to promote the achievement of the production and operation objectives of the power generation enterprise.
