【摘要】：隨著當(dāng)今社會(huì)的發(fā)展,全球經(jīng)濟(jì)發(fā)展日趨增長(zhǎng)的同時(shí),也相對(duì)帶來了一些不可忽略的全球性問題。比如,全球氣候變暖、能源短缺以及環(huán)境污染等問題。在全球各國(guó)面臨共同難題的背景下,針對(duì)全球氣候以及能源問題,山西以發(fā)展煤炭產(chǎn)業(yè)為主的經(jīng)濟(jì)模式必須加以轉(zhuǎn)變。在科學(xué)理論的指導(dǎo)下,適時(shí)調(diào)整山西經(jīng)濟(jì)發(fā)展方向,以趕超發(fā)展為戰(zhàn)略,以轉(zhuǎn)型發(fā)展為主線,以跨越發(fā)展為目標(biāo),在中部崛起和全國(guó)競(jìng)相發(fā)展格局中再造一個(gè)新山西,從而為人類社會(huì)可持續(xù)發(fā)展奠定基石。因此實(shí)現(xiàn)轉(zhuǎn)型跨越發(fā)展,是山西經(jīng)濟(jì)發(fā)展在“十二五規(guī)劃”期間符合國(guó)際發(fā)展的戰(zhàn)略選擇。 胡錦濤同志提出的科學(xué)發(fā)展觀為山西煤炭產(chǎn)業(yè)轉(zhuǎn)型跨越發(fā)展,實(shí)現(xiàn)經(jīng)濟(jì)可持續(xù)發(fā)展提供了科學(xué)的理論指導(dǎo)�？茖W(xué)發(fā)展觀堅(jiān)持以人為本,全面、協(xié)調(diào)、可持續(xù)發(fā)展,是人類經(jīng)濟(jì)發(fā)展認(rèn)識(shí)的一次重要的思想飛躍。十八大報(bào)告中也明確提出科學(xué)發(fā)展觀要作為全黨全社會(huì)必須長(zhǎng)期堅(jiān)持的指導(dǎo)思想。中國(guó)在過去十年的實(shí)踐中證明,我國(guó)經(jīng)濟(jì)在科學(xué)發(fā)展觀發(fā)展的指導(dǎo)下,取得了“又好又快”的發(fā)展。山西以實(shí)現(xiàn)轉(zhuǎn)型跨越發(fā)展為目標(biāo)的經(jīng)濟(jì)發(fā)展體現(xiàn)了科學(xué)發(fā)展觀的本質(zhì)要求�？梢哉f科學(xué)發(fā)展觀是其經(jīng)濟(jì)改革發(fā)展實(shí)踐的客觀要求。在馬克思主義理論的的科學(xué)指導(dǎo)下,根據(jù)科學(xué)發(fā)展觀的要求,山西煤炭產(chǎn)業(yè)轉(zhuǎn)型跨越發(fā)展要在實(shí)踐中結(jié)合山西實(shí)際,緊緊把握經(jīng)濟(jì)發(fā)展的規(guī)律,科學(xué)推進(jìn)經(jīng)濟(jì)發(fā)展。 本文結(jié)合當(dāng)今社會(huì)發(fā)展的背景以及發(fā)展趨勢(shì),通過具體分析山西煤炭產(chǎn)業(yè)的發(fā)展現(xiàn)狀以及存在的問題,進(jìn)而指出煤炭產(chǎn)業(yè)轉(zhuǎn)型是山西經(jīng)濟(jì)發(fā)展的必然選擇。而煤炭產(chǎn)業(yè)的轉(zhuǎn)型跨越發(fā)展的實(shí)踐必須有科學(xué)的理論指導(dǎo),因此文章進(jìn)一步分析了科學(xué)發(fā)展觀對(duì)山西煤炭產(chǎn)業(yè)轉(zhuǎn)型的理論指導(dǎo)意義以及現(xiàn)實(shí)戰(zhàn)略意義。最后,本文具體提出了山西煤炭產(chǎn)業(yè)在轉(zhuǎn)型跨越發(fā)展中應(yīng)該實(shí)施的戰(zhàn)略措施,即圍繞將山西建設(shè)成工業(yè)新型化、市域城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化的中部地區(qū)經(jīng)濟(jì)強(qiáng)省和文化強(qiáng)省的戰(zhàn)略目標(biāo)；以科學(xué)發(fā)展觀為理論指導(dǎo),在轉(zhuǎn)型實(shí)踐的同時(shí)認(rèn)真貫徹落實(shí)以人為本、全面協(xié)調(diào)、以及可持續(xù)發(fā)展的戰(zhàn)略思想；以合理調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、實(shí)現(xiàn)全面轉(zhuǎn)型并推進(jìn)新型工業(yè)化發(fā)展為戰(zhàn)略方法,從而進(jìn)一步實(shí)現(xiàn)未來山西經(jīng)濟(jì)的可持續(xù)發(fā)展。
[Abstract]:With the development of society, the development of global economy is increasing day by day, at the same time, it also brings some global problems that can not be ignored. For example, global warming, energy shortages and environmental pollution. Under the background of common problems faced by all countries in the world, Shanxi's economic model of developing coal industry must be changed in view of the global climate and energy problems. Under the guidance of scientific theory, the direction of Shanxi's economic development should be adjusted timely, the strategy of catching up and surpassing the development, the main line of transformation and development, the goal of spanning development, and the reconstruction of a new Shanxi in the rising of central China and the competitive development pattern of the whole country, Thus lay the foundation stone for the sustainable development of human society. Therefore, it is the strategic choice of Shanxi's economic development to meet the international development during the "12 ~ (th) five-year Plan" to realize the transition and leapfrogging development. The scientific view of development put forward by Comrade Hu Jintao provides scientific theoretical guidance for the transformation of Shanxi coal industry and the realization of sustainable economic development. It is an important ideological leap in the understanding of human economic development that the scientific view of development insists on people-oriented, all-round, coordinated and sustainable development. In the report of the 18th CPC National Congress, it was clearly pointed out that the scientific view of development should be the guiding ideology that the whole party and society must adhere to for a long time. In the past ten years, China has proved that under the guidance of the scientific development concept, China's economy has achieved "good and fast" development. The economic development of Shanxi, which aims to realize the transformation and leapfrogging development, embodies the essential requirement of the scientific development view. It can be said that the scientific view of development is the objective requirement of its economic reform and development practice. Under the scientific guidance of Marxist theory, according to the request of scientific development view, Shanxi coal industry transformation leapfrogging development must combine Shanxi's reality in practice, grasp the law of economic development tightly, and promote the economic development scientifically. Based on the background and trend of social development, this paper analyzes the present situation and existing problems of Shanxi coal industry, and points out that the transformation of coal industry is the inevitable choice for Shanxi's economic development. The practice of the transformation and development of coal industry must be guided by scientific theory. Therefore, this paper further analyzes the theoretical guiding significance and realistic strategic significance of the scientific view of development to the transformation of Shanxi coal industry. Finally, this paper specifically puts forward the strategic measures that Shanxi coal industry should implement in the process of transformation and leap-over development, that is, focusing on the construction of Shanxi into a new industrial model, urbanization in the city, The strategic goal of the economic and cultural provinces in the central region of agricultural modernization; Taking the scientific view of development as the theoretical guidance, carrying out the strategic thought of people-oriented, all-round coordination, and sustainable development at the same time of transforming practice and carrying out the strategy of human-oriented, overall coordination and sustainable development; In order to realize the sustainable development of Shanxi economy in the future, the strategic method is to adjust the industrial structure reasonably, realize the overall transformation and promote the new industrialization development.
