基于低碳經(jīng)濟(jì)的節(jié)能發(fā)電調(diào)度運(yùn)行效果評(píng)價(jià)研究

【摘要】:在低碳經(jīng)濟(jì)的背景下,電力行業(yè)實(shí)施節(jié)能發(fā)電調(diào)度工作對(duì)于提高我國(guó)電力工業(yè)能源使用效率,減少環(huán)境污染,建設(shè)低碳化社會(huì),促進(jìn)能源供應(yīng)與電力結(jié)構(gòu)調(diào)整起到很大的作用。節(jié)能發(fā)電調(diào)度是電力系統(tǒng)調(diào)度模式的重大改革,可以迫使高污染、高耗能的小機(jī)組逐步退出電力市場(chǎng),加速電力產(chǎn)能的優(yōu)勝劣汰。隨著節(jié)能發(fā)電調(diào)度模式的逐步完善與廣泛實(shí)施,必將推動(dòng)我國(guó)電力行業(yè)向低碳、環(huán)保、安全、經(jīng)濟(jì)、和諧的方向發(fā)展。 在深入調(diào)查分析國(guó)內(nèi)外節(jié)能發(fā)電調(diào)度模式研究概況的基礎(chǔ)上,,分析了試點(diǎn)省份節(jié)能發(fā)電調(diào)度的運(yùn)行效果;根據(jù)低碳經(jīng)濟(jì)的背景下我國(guó)節(jié)能發(fā)電調(diào)度模式的運(yùn)行特性,從經(jīng)濟(jì)效果、社會(huì)效果和環(huán)境效果三個(gè)方面構(gòu)建了基于低碳經(jīng)濟(jì)的節(jié)能發(fā)電調(diào)度運(yùn)行效果評(píng)價(jià)指標(biāo)體系;結(jié)合評(píng)價(jià)指標(biāo)及樣本數(shù)據(jù)的特點(diǎn),建立了粒子群(PSO)優(yōu)化BP神經(jīng)網(wǎng)絡(luò)的低碳經(jīng)濟(jì)下節(jié)能發(fā)電調(diào)度運(yùn)行效果綜合評(píng)價(jià)模型;通過(guò)對(duì)五個(gè)省份節(jié)能發(fā)電調(diào)度運(yùn)行效果年度數(shù)據(jù)的實(shí)證分析,驗(yàn)證了所選方法的有效性,表明了PSO-BP神經(jīng)網(wǎng)絡(luò)評(píng)價(jià)模型對(duì)解決基于低碳經(jīng)濟(jì)的節(jié)能發(fā)電調(diào)度運(yùn)行效果綜合評(píng)價(jià)問(wèn)題的實(shí)際應(yīng)用價(jià)值;最后,根據(jù)評(píng)價(jià)結(jié)果,提出了改進(jìn)節(jié)能發(fā)電調(diào)度運(yùn)行效果的相關(guān)建議。 對(duì)基于低碳經(jīng)濟(jì)的節(jié)能發(fā)電調(diào)度運(yùn)行效果問(wèn)題進(jìn)行綜合評(píng)價(jià),為低碳經(jīng)濟(jì)背景下實(shí)施節(jié)能發(fā)電調(diào)度評(píng)估工作提供了一種有效的思路,有利于節(jié)能發(fā)電調(diào)度模式的繼續(xù)完善及進(jìn)一步推廣實(shí)施。
[Abstract]:Under the background of low-carbon economy, the implementation of energy-saving power generation dispatching in electric power industry plays a very important role in improving energy efficiency, reducing environmental pollution, building a low-carbon society, and promoting energy supply and power structure adjustment in China's electric power industry. Energy-saving generation dispatching is a major reform of the dispatching mode of power system, which can force small units with high pollution and energy consumption to step out of the power market and accelerate the survival of power production capacity. With the gradual improvement and wide implementation of the energy-saving power generation dispatching mode, China's electric power industry will be promoted to low-carbon, environmental protection, safety, economy and harmonious development. On the basis of in-depth investigation and analysis of the research situation of energy-saving power generation dispatching mode at home and abroad, the operating effect of energy-saving power generation dispatching in pilot provinces is analyzed. According to the operating characteristics of energy-saving power generation dispatching mode in China under the background of low-carbon economy, the evaluation index system based on low-carbon economy is constructed from three aspects: economic effect, social effect and environmental effect. Combined with the characteristics of evaluation index and sample data, a comprehensive evaluation model of energy-saving power generation dispatching effect under low-carbon economy based on particle swarm optimization BP neural network based on particle swarm optimization (PSO) was established. Through the empirical analysis of the annual data of the energy-saving power generation dispatching effect in five provinces, the effectiveness of the selected method is verified. It shows the practical application value of PSO-BP neural network evaluation model to solve the comprehensive evaluation problem of energy-saving power generation dispatching based on low-carbon economy. Finally, according to the evaluation results, some suggestions are put forward to improve the operation effect of energy-saving power generation dispatching. The comprehensive evaluation of the operation effect of energy-saving power generation dispatching based on low-carbon economy provides an effective thinking for the implementation of energy-saving power generation dispatching evaluation under the background of low-carbon economy. It is conducive to the continuous improvement of the energy-saving power generation dispatching mode and the further promotion and implementation.
