江蘇省電力公司管控模式研究

【摘要】:快速變化的環(huán)境,使得管理變革成為了企業(yè)的經(jīng)常行為。而電力行業(yè)在國民經(jīng)濟發(fā)展和社會進步中的重要地位,以及電力企業(yè)核心業(yè)務(wù)獨特的性質(zhì),使得針對電力企業(yè)管控模式的研究具有重要的現(xiàn)實意義。省級電網(wǎng)公司由于其在國家電網(wǎng)公司分級管理中的獨特地位,使得省級電網(wǎng)公司管控模式的創(chuàng)新和優(yōu)化具有重要的戰(zhàn)略意義。因此,本研究選擇以省級電網(wǎng)公司管控模式為研究選題,并以江蘇省電力公司這一國家電網(wǎng)公司系統(tǒng)內(nèi)體量最大、管理水平居前列的省級電網(wǎng)企業(yè)為研究對象。 本研究主要使用了文本分析法、深度訪談法、典型企業(yè)對標(biāo)法和頭腦風(fēng)暴法等方法。論文在界定了管控模式之后,首先對管控模式的三種類型及其特征進行了闡釋,并詳細(xì)分析了影響企業(yè)管控模式選擇與設(shè)計的相關(guān)因素,之后對影響江蘇省電力公司管控模式選擇的發(fā)展環(huán)境、發(fā)展戰(zhàn)略、技術(shù)進步和核心業(yè)務(wù)特征等進行了分析,為其管控模式的設(shè)計提供了基本的方向。 在總結(jié)江蘇省電力公司傳統(tǒng)管控模式存在問題,分析江蘇電力公司管控模式設(shè)計的影響因素后,論文提出了基于“扁平化、集約化和專業(yè)化”導(dǎo)向的新管控模式,并對新模式的優(yōu)點和可能存在的局限性進行了深入研究。結(jié)合國際對標(biāo)分析結(jié)論,論文最后提出了理想管控模式的目標(biāo)和實施的戰(zhàn)略性措施。 本論文提出的江蘇省電力公司管控模式不僅對電網(wǎng)企業(yè)管理創(chuàng)新實踐具有一定的指導(dǎo)意義,而且也是將現(xiàn)代管理理論應(yīng)用于電力行業(yè)的有益嘗試。
[Abstract]:The fast changing environment makes the management change become the regular behavior of the enterprise. The important position of electric power industry in the development of national economy and social progress, as well as the unique nature of the core business of electric power enterprises, make the research on the management and control mode of electric power enterprises have important practical significance. Because of its unique position in the hierarchical management of the state power grid company, the innovation and optimization of the management and control mode of the provincial power grid company is of great strategic significance. Therefore, this research chooses the provincial power grid management model as the research topic, and takes Jiangsu Electric Power Company, a national power grid company, as the research object, which has the largest volume in the system and leads the management level. This study mainly uses text analysis, in-depth interviews, typical business benchmarking and brainstorming methods. After defining the management and control mode, the paper first explains the three types and characteristics of the management and control mode, and analyzes the relevant factors affecting the choice and design of the management and control mode in detail. After that, the development environment, development strategy, technology progress and core business characteristics of Jiangsu Electric Power Company are analyzed, which provide the basic direction for the design of the management and control mode of Jiangsu Electric Power Company. After summarizing the problems existing in the traditional management and control mode of Jiangsu Electric Power Company and analyzing the influencing factors of the design of the management and control mode of Jiangsu Electric Power Company, the paper puts forward a new management and control mode based on "flatness, intensity and specialization". The advantages and possible limitations of the new model are also studied in this paper. Combined with the conclusion of international standard analysis, the paper finally puts forward the goal of ideal control mode and the implementation of strategic measures. The management mode of Jiangsu Electric Power Company proposed in this paper not only has certain guiding significance to the management innovation practice of the power grid enterprise, but also is a beneficial attempt to apply the modern management theory to the electric power industry.
