小型礦山采礦權(quán)評(píng)估收入權(quán)益法參數(shù)優(yōu)化研究

【摘要】:我國(guó)礦業(yè)企業(yè)的現(xiàn)狀是大中型礦山少,小型礦山多。小型礦山是我國(guó)礦業(yè)發(fā)展中一股重要的力量。因此在礦業(yè)權(quán)評(píng)估中,,小型礦山采礦權(quán)評(píng)估的項(xiàng)目就有較大數(shù)量,由于小型礦山自身的特點(diǎn),在選擇評(píng)估方法時(shí),收入權(quán)益法的簡(jiǎn)便易行被評(píng)估界廣泛運(yùn)用。 本文介紹了目前國(guó)外礦業(yè)權(quán)評(píng)估常用的一些方法,有貼現(xiàn)現(xiàn)金流量法、可比市價(jià)法、勘查費(fèi)用倍數(shù)法和粗估法。為我國(guó)礦業(yè)權(quán)評(píng)估的發(fā)展和完善提供了參考依據(jù)。國(guó)內(nèi)常用的方法有:折現(xiàn)現(xiàn)金流量法、地質(zhì)要素評(píng)序法和收入權(quán)益法。但我國(guó)礦業(yè)權(quán)評(píng)估起步晚,至今才十幾年的經(jīng)驗(yàn),各方面還不夠完善,評(píng)估過(guò)程中存在著這樣那樣的問(wèn)題。隨著礦業(yè)經(jīng)濟(jì)的迅速發(fā)展,礦業(yè)權(quán)評(píng)估這一行業(yè)也日趨活躍,那么研究其中評(píng)估方法中參數(shù)的改進(jìn)和優(yōu)化就有重要的意義。針對(duì)小型礦山采礦權(quán)評(píng)估的方法之一—收入權(quán)益法在實(shí)踐中存在可采儲(chǔ)量計(jì)算有失準(zhǔn)確,人為因素影響較大,評(píng)估過(guò)程不夠規(guī)范、客觀,造成評(píng)估結(jié)果有失準(zhǔn)確的現(xiàn)象,本文提出了針對(duì)小礦缺乏地質(zhì)資料造成的儲(chǔ)量不明確、采礦權(quán)權(quán)益系數(shù)和折現(xiàn)率取值不規(guī)范、基準(zhǔn)價(jià)檢驗(yàn)評(píng)估結(jié)果的四種參數(shù)優(yōu)化方法。 之后以“安徽省青陽(yáng)縣火焰山方解石礦采礦權(quán)評(píng)估”項(xiàng)目為例,通過(guò)專(zhuān)職地質(zhì)勘查人員和評(píng)估師現(xiàn)場(chǎng)地質(zhì)勘查、估算儲(chǔ)量,確定設(shè)計(jì)損失量,并詳細(xì)查明礦山的交通位置、地質(zhì)特征、開(kāi)采技術(shù)條件、加工性能和礦業(yè)權(quán)市場(chǎng)情況,查證核實(shí)礦山的合法性,并收集相關(guān)評(píng)估所需資料。結(jié)合礦業(yè)權(quán)評(píng)估理論,運(yùn)用參數(shù)優(yōu)化方法,對(duì)可采儲(chǔ)量、采礦權(quán)權(quán)益系數(shù)、折現(xiàn)率、等重要參數(shù)和其它指標(biāo)進(jìn)行測(cè)算,得出評(píng)估值,最后用基準(zhǔn)價(jià)對(duì)評(píng)估結(jié)果進(jìn)行檢驗(yàn),證明是符合要求的,通過(guò)對(duì)比分析運(yùn)用原方法評(píng)估的采礦權(quán)價(jià)值和采用參數(shù)優(yōu)化方法評(píng)估的采礦權(quán)價(jià)值,以及國(guó)土資源局評(píng)審備案的最終結(jié)果,得出本文結(jié)論。評(píng)估中影響采礦權(quán)價(jià)值的因素得到較充分的體現(xiàn),也減少了人為因素的影響,參數(shù)優(yōu)化方法切實(shí)可行。
[Abstract]:The present situation of mining enterprises in China is that large and medium mines are few and small mines are more. Small mine is an important force in the development of China's mining industry. Therefore, in the evaluation of mining rights, there are a large number of items in the evaluation of mining rights in small mines. Because of the characteristics of small mines, the income rights and interests method is widely used in the evaluation field when selecting the evaluation method. This paper introduces some methods commonly used in foreign mining right evaluation, such as discounted cash flow method, comparable market value method, exploration cost multiple method and rough estimate method. It provides a reference for the development and perfection of mining right evaluation in China. The commonly used methods in China are discounted cash flow method, geological factor evaluation method and income equity method. However, the evaluation of mining rights in our country started late and has only been more than ten years' experience. It is not perfect in all aspects, and there are some problems in the process of evaluation. With the rapid development of mining economy, the industry of mining right evaluation is becoming more and more active, so it is of great significance to study the improvement and optimization of the parameters in the evaluation method. In the light of one of the methods of mining right evaluation in small mines, the income rights and interests method has the phenomenon that the calculation of recoverable reserves is inaccurate in practice, the human factors have great influence, the evaluation process is not standardized and objective, which results in inaccurate evaluation results. In this paper, four parameter optimization methods are put forward to solve the problem of lack of geological data for small mines, such as the uncertainty of reserves, the non-standard values of mining rights' equity coefficient and discount rate, and the evaluation results of benchmark price test. Then, taking the project "Mining right Evaluation of Huoyanshan calcite Mine in Qingyang County, Anhui Province," as an example, through full-time geological exploration personnel and appraisers, on-site geological exploration, estimating reserves, determining the amount of design losses, and finding out the traffic location of mines in detail, Geological characteristics, mining technical conditions, processing performance and mining rights market situation, check and verify the legality of the mine, and collect the relevant evaluation data. Combining with the theory of mining right evaluation and using the method of parameter optimization, the paper calculates the important parameters and other indexes, such as recoverable reserves, mining rights equity coefficient, discount rate, etc., and obtains the evaluation value. Finally, the evaluation results are tested with the base price. By comparing the value of mining right assessed with the original method and the value of mining right assessed by parameter optimization method, and the final result of land and resources bureau review and filing, this paper draws a conclusion. The factors affecting the value of mining rights are fully reflected in the evaluation, and the influence of human factors is also reduced. The method of parameter optimization is feasible.
