蘇南地區(qū)電企低碳經(jīng)營(yíng)影響因素及應(yīng)對(duì)策略研究

【摘要】:發(fā)展低碳經(jīng)濟(jì)是貫徹科學(xué)發(fā)展觀,走可持續(xù)發(fā)展道路的本質(zhì)要求,有利于轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式、提高我國(guó)的核心競(jìng)爭(zhēng)力;有利于融入世界最新的經(jīng)濟(jì)發(fā)展與技術(shù)革新浪潮之中,提高對(duì)全球性經(jīng)濟(jì)風(fēng)險(xiǎn)的抵御能力;有利于樹立負(fù)責(zé)任大國(guó)的國(guó)際形象,化解國(guó)際壓力,提高國(guó)際影響力;是我國(guó)建設(shè)資源節(jié)約型、環(huán)境友好型社會(huì),建設(shè)創(chuàng)新型國(guó)家的必經(jīng)之路。發(fā)展低碳經(jīng)濟(jì)對(duì)中國(guó)具有重要的現(xiàn)實(shí)意義和戰(zhàn)略意義。 本文將深入分析電力行業(yè)在低碳經(jīng)濟(jì)背景下所遇到的關(guān)鍵問題,探討發(fā)電企業(yè)在低碳經(jīng)濟(jì)中所面臨的挑戰(zhàn),并論述了政府和社會(huì)的應(yīng)對(duì)策略。作為工業(yè)領(lǐng)域中最大的碳排放部門之一,發(fā)電企業(yè)在發(fā)展低碳經(jīng)濟(jì)的背景下面臨非常多的挑戰(zhàn)與風(fēng)險(xiǎn),特別是各類低碳要素的引入將會(huì)給發(fā)電企業(yè)的生產(chǎn)、運(yùn)營(yíng)、發(fā)展等方面帶來新問題和新任務(wù)。在我國(guó),電力碳排放的特點(diǎn)是總量大、增速快,電力行業(yè)二氧化碳排放量占總排放量的38.76%,遠(yuǎn)遠(yuǎn)超過發(fā)達(dá)國(guó)家與全球平均水平。這一數(shù)據(jù)顯示了我國(guó)電力行業(yè)在碳減排方面的巨大壓力及潛力。2009年,中國(guó)政府做出承諾:到2020年,非化石能源占一次能源消費(fèi)的比重達(dá)到15%左右;單位國(guó)內(nèi)生產(chǎn)總值二氧化碳排放強(qiáng)度比2005年下降40%-45%。這個(gè)承諾對(duì)我國(guó)的電力行業(yè)提出了嚴(yán)峻的挑戰(zhàn),傳統(tǒng)電力行業(yè)在外部環(huán)境和內(nèi)部發(fā)展模式上都將面臨巨大的轉(zhuǎn)變。 江蘇長(zhǎng)江以南五市——蘇、錫、常、鎮(zhèn)、寧——作為長(zhǎng)三角的重要地區(qū),應(yīng)充分利用已經(jīng)形成的較為完善的產(chǎn)業(yè)基礎(chǔ),積極參與世界產(chǎn)業(yè)資本的結(jié)構(gòu)重組和規(guī)模擴(kuò)張,,尤其是加快新能源基礎(chǔ)設(shè)施的建設(shè),蘇南地區(qū)發(fā)電企業(yè)向新能源、低碳化的轉(zhuǎn)型將不僅有利于應(yīng)對(duì)現(xiàn)實(shí)氣候變化威脅的需要,也將滿足蘇南地區(qū)經(jīng)濟(jì)發(fā)展、能源安全的需要。
[Abstract]:The development of low-carbon economy is the essential requirement of carrying out the scientific development view and taking the road of sustainable development, which is conducive to changing the mode of economic development and improving the core competitiveness of our country. It is beneficial to integrate into the latest wave of economic development and technological innovation in the world, to improve the ability to resist global economic risks, to set up the international image of a responsible country, to defuse international pressure and to enhance international influence. It is the only way to build a resource-conserving, environment-friendly society and an innovative country. The development of low-carbon economy has important practical and strategic significance to China. This paper will deeply analyze the key problems faced by the power industry in the context of low-carbon economy, discuss the challenges faced by power generation enterprises in the low-carbon economy, and discuss the countermeasures of the government and the society. As one of the largest carbon emission sectors in the industrial field, power generation enterprises face a lot of challenges and risks in the context of the development of low-carbon economy. Especially, the introduction of various low-carbon elements will give power generation enterprises production and operation. Development and other aspects bring new problems and new tasks. In China, power carbon emissions are characterized by a large total amount, fast growth, power industry carbon dioxide emissions accounted for 38.76 percent of the total emissions, far more than the developed countries and the global average level. The data show the great pressure and potential of China's electricity industry in reducing carbon emissions. In 2009, the Chinese government made a commitment: by 2020, non-fossil energy will account for about 15% of primary energy consumption; The intensity of carbon dioxide emissions per unit of GDP is 40-45 lower than in 2005. This commitment poses a severe challenge to China's power industry, and the traditional power industry will be faced with great changes in the external environment and internal development mode. Five cities south of the Yangtze River in Jiangsu-Su, Tin, Chang, Zhen, and Ning as important areas in the Yangtze River Delta, should make full use of the relatively perfect industrial foundation already formed and actively participate in the restructuring and scale expansion of world industrial capital. In particular, accelerating the construction of new energy infrastructure, the transformation of power generation enterprises in southern Jiangsu to new energy and low carbonization will not only help to deal with the real threat of climate change, but also meet the needs of economic development and energy security in southern Jiangsu.
