包頭稀土產(chǎn)業(yè)可持續(xù)發(fā)展研究

【摘要】：我國(guó)的稀土資源主要集中在內(nèi)蒙古包頭的白云鄂博，這里的稀土主要是輕稀土，而且儲(chǔ)量大、品種全，包頭以此資源優(yōu)勢(shì)成為了稀土之都。包頭目前的稀土儲(chǔ)量占全國(guó)的83%，稀土產(chǎn)品的出口量占全國(guó)的50%以上，成功的打開了“世界稀土看中國(guó)，中國(guó)稀土看包頭”的局面。隨著包頭稀土高新區(qū)的成立，國(guó)內(nèi)乃至國(guó)際的知名的稀土企業(yè)都到此來落戶、發(fā)展。目前，包頭的稀土企業(yè)已有100多家，但是大型的稀土企業(yè)還為數(shù)不多。雖然說，大量的稀土企業(yè)的落戶和發(fā)展為稀土產(chǎn)業(yè)的集聚奠定了基礎(chǔ)，但是還難以形成規(guī)模效應(yīng)。由于科技水平有限、資金短缺、人力資源不夠充分等原因，使得包頭的稀土產(chǎn)業(yè)鏈還不夠完善，制約了包頭稀土產(chǎn)業(yè)更好、更快的發(fā)展。由于受利益的驅(qū)使，盲目開采，惡性競(jìng)爭(zhēng)，資源浪費(fèi)嚴(yán)重，導(dǎo)致環(huán)境問題比較突出。況且，稀土既是一種稀缺資源，又是一種不可再生資源。因此，為了實(shí)現(xiàn)稀土資源的更大價(jià)值，為了保護(hù)現(xiàn)有的稀土資源，更為了包頭稀土產(chǎn)業(yè)的更好發(fā)展，就必須堅(jiān)持走可持續(xù)發(fā)展之路。只有這樣，才能使包頭的稀土產(chǎn)業(yè)得到更長(zhǎng)遠(yuǎn)的發(fā)展。 稀土資源如此的寶貴，應(yīng)該倍加珍惜。目前，我國(guó)有許多學(xué)者對(duì)它進(jìn)行了研究，主要有對(duì)稀土產(chǎn)業(yè)定價(jià)權(quán)問題的研究和稀土出口問題的探究，還有對(duì)稀土產(chǎn)業(yè)調(diào)整問題的研究。最近幾年，由于稀土的儲(chǔ)存量大量減少，環(huán)境污染的加劇，又開始對(duì)其進(jìn)行可持續(xù)發(fā)展研究。本文從包頭稀土產(chǎn)業(yè)發(fā)展的現(xiàn)狀中，發(fā)現(xiàn)其中的問題，并且提出相應(yīng)的解決措施。通過運(yùn)用層次分析法，建立包頭稀土產(chǎn)業(yè)可持續(xù)發(fā)展評(píng)價(jià)體系，用數(shù)據(jù)分析、定性研究與定量研究相結(jié)合的方法，通過指標(biāo)的計(jì)算給出結(jié)論，測(cè)算出包頭稀土產(chǎn)業(yè)可持續(xù)發(fā)展處于的階段水平，為包頭稀土產(chǎn)業(yè)的可持續(xù)發(fā)展提供數(shù)據(jù)參考。 稀土產(chǎn)業(yè)由分散經(jīng)營(yíng)向集約化發(fā)展是產(chǎn)業(yè)發(fā)展的必然。稀土產(chǎn)業(yè)走集約化之路，，組建一體化的生產(chǎn)—銷售聯(lián)合體，才能實(shí)現(xiàn)宏觀調(diào)控、統(tǒng)一規(guī)劃、統(tǒng)籌安排、集中管理、統(tǒng)一市場(chǎng)，建立起以低消耗、低排放、高技術(shù)、高效率、高效益為基本特征的稀土產(chǎn)業(yè)增長(zhǎng)模式，擴(kuò)大稀土產(chǎn)業(yè)規(guī)模，延長(zhǎng)、完善稀土產(chǎn)業(yè)鏈，促進(jìn)稀土產(chǎn)業(yè)在又好又快的發(fā)展模式下做大做強(qiáng)，實(shí)現(xiàn)稀土產(chǎn)業(yè)的可持續(xù)發(fā)展，以此來促進(jìn)包頭稀土產(chǎn)業(yè)的進(jìn)一步的健康發(fā)展。我相信，經(jīng)過政府和企業(yè)的共同努力，稀土資源可以得到有效的保護(hù)，稀土的利用率將大大提高，稀土產(chǎn)業(yè)鏈可以更好的延長(zhǎng)，從而稀土產(chǎn)品的科技含量將會(huì)進(jìn)一步提高。包頭的稀土產(chǎn)業(yè)會(huì)沿著可持續(xù)發(fā)展之路越走越好，使得稀土能夠更好的為人類發(fā)揮它的作用，進(jìn)而促使我國(guó)真正的由稀土大國(guó)走向稀土強(qiáng)國(guó)。
[Abstract]:The rare earth resources of our country are mainly concentrated in Baiyun Obo, Baotou, Inner Mongolia. The rare earths here are mainly light rare earths, and the reserves are large and the varieties are complete. Baotou has become the capital of rare earths with this resource advantage. Baotou's current rare earth reserves account for 83% of the country, and the export of rare earth products accounts for more than 50% of the country, successfully opening up the situation of "the world looks at rare earths in China and China looks at Baotou." With the establishment of Baotou rare earth high-tech zone, domestic and even international famous rare earth enterprises are here to settle down and develop. At present, Baotou rare-earth enterprises have more than 100, but large rare earth enterprises are few. Although the establishment and development of a large number of rare earth enterprises have laid the foundation for rare earth industry agglomeration, it is still difficult to form scale effect. Due to the limited level of science and technology, capital shortage, insufficient human resources and other reasons, Baotou rare earth industry chain is not perfect enough, restricting the Baotou rare earth industry better and faster development. Driven by interests, blind mining, vicious competition and serious waste of resources lead to serious environmental problems. Moreover, rare earth is not only a scarce resource, but also a non-renewable resource. Therefore, in order to realize the greater value of rare earth resources, protect the existing rare earth resources and better development of Baotou rare earth industry, we must adhere to the road of sustainable development. Only in this way, can the rare earth industry in Baotou get a longer-term development. Rare earth resources are so precious that they should be treasured. At present, there are many scholars in our country who have studied it, mainly about the pricing power of rare earth industry, the export of rare earth, and the readjustment of rare earth industry. In recent years, due to the decrease of rare earth storage and the aggravation of environmental pollution, the sustainable development of rare earths has been studied. In this paper, the problems of rare earth industry in Baotou are found and the corresponding solutions are put forward. The evaluation system of the sustainable development of Baotou rare earth industry is established by using the analytic hierarchy process (AHP). The method of combining the data analysis, qualitative research and quantitative study is used to draw the conclusion through the calculation of the index. The sustainable development level of Baotou rare earth industry is calculated, which provides a data reference for the sustainable development of Baotou rare earth industry. Rare earth industry from decentralized management to intensive development is the inevitable development of industry. Only when the rare earth industry takes the road of intensive development and sets up an integrated production-marketing consortium, can it realize macro-control, unified planning, overall arrangement, centralized management, unified market, and establish a low consumption, low emissions, high technology, high efficiency, The growth model of the rare earth industry, characterized by high efficiency, expands the scale of the rare earth industry, prolongs and perfects the rare earth industry chain, promotes the rare earth industry to become bigger and stronger under the sound and rapid development mode, and realizes the sustainable development of the rare earth industry. In order to promote the Baotou rare earth industry further healthy development. I believe that through the joint efforts of the government and enterprises, rare earth resources can be effectively protected, the utilization rate of rare earths will be greatly improved, the industrial chain of rare earths can be extended better, and the scientific and technological content of rare earth products will be further improved. Baotou's rare earth industry will be better along the road of sustainable development, so that rare earth can play a better role for mankind, and then promote our country from rare earth power to rare earth power.
