基于灰色理論的衡水配電網(wǎng)建設(shè)工程綜合評價研究

【摘要】:隨著我國國民經(jīng)濟(jì)的發(fā)展,電力用戶對電力供應(yīng)的可靠性和電力服務(wù)的要求越來越高,市場經(jīng)濟(jì)的建立與電力體制改革的推進(jìn),對電力企業(yè)自身的供電能力和電力服務(wù)水平也提出了更高的要求,供電企業(yè)正面臨著前所未有的機(jī)遇和挑戰(zhàn),電力工業(yè)基于此也得到了蓬勃發(fā)展。配電網(wǎng)是電力系統(tǒng)的重要組成部分,其建設(shè)發(fā)展水平對電力用戶的用電質(zhì)量和供電能力有直接影響,同時它也是影響電力系統(tǒng)節(jié)能降耗程度的關(guān)鍵,要克服配電網(wǎng)發(fā)展建設(shè)中的障礙,就要對配電網(wǎng)建設(shè)工程進(jìn)行整體的綜合評價,以發(fā)現(xiàn)、分析配電網(wǎng)建設(shè)中所存在的問題,,從而對配電網(wǎng)進(jìn)行合理的建設(shè)。構(gòu)建科學(xué)合理、行之有效并且符合實際情況的配電網(wǎng)建設(shè)工程綜合評價指標(biāo)體系在對配電網(wǎng)建設(shè)進(jìn)行設(shè)計指導(dǎo)上具有重要意義。 本文從國內(nèi)外配電網(wǎng)建設(shè)的發(fā)展現(xiàn)狀出發(fā),介紹了配電網(wǎng)在電力系統(tǒng)中的重要地位、配電網(wǎng)設(shè)計的主要特點(diǎn),以及配電網(wǎng)發(fā)展的必要性和配電網(wǎng)建設(shè)時應(yīng)當(dāng)考慮的主要問題,在對理論進(jìn)行了解的基礎(chǔ)上,本文對影響配電網(wǎng)建設(shè)工程綜合評價的因素進(jìn)行了定性和定量的分析,總結(jié)出主要影響因素,由此構(gòu)建配電網(wǎng)建設(shè)工程綜合評價指標(biāo)體系,并根據(jù)評價指標(biāo)的特點(diǎn)和配電網(wǎng)建設(shè)工程的實際情況構(gòu)造了配電網(wǎng)建設(shè)工程綜合評價模型,即基于灰色理論的配電網(wǎng)建設(shè)綜合評價模型,然后通過對衡水供電公司配電網(wǎng)建設(shè)程進(jìn)行綜合評價做了實證分析,本文的研究為配電網(wǎng)建設(shè)工程中相關(guān)工作提供了決策的依據(jù),也為同類電力系統(tǒng)建設(shè)工程的評價提供了參考。
[Abstract]:With the development of our national economy, the reliability of power supply and the demand of electric power service are higher and higher. The establishment of market economy and the promotion of electric power system reform. The power supply enterprises are facing unprecedented opportunities and challenges, and the electric power industry has also developed vigorously based on the higher demand for the power supply capacity and the power service level of the power enterprises themselves. Distribution network is an important part of power system, its construction and development level has a direct impact on the power quality and power supply capacity of power users, and it is also the key to affect the power system energy saving and consumption reduction. In order to overcome the obstacles in the development and construction of distribution network, it is necessary to make a comprehensive evaluation of the construction project of distribution network, to find out the existing problems in the construction of distribution network and to carry out reasonable construction of distribution network. It is of great significance to construct a scientific, reasonable, effective and practical comprehensive evaluation index system for distribution network construction. Based on the present situation of distribution network construction at home and abroad, this paper introduces the important position of distribution network in power system, the main characteristics of distribution network design, the necessity of distribution network development and the main problems that should be considered in distribution network construction. On the basis of understanding the theory, this paper analyzes the factors influencing the comprehensive evaluation of distribution network construction project qualitatively and quantitatively, summarizes the main influencing factors, and constructs the comprehensive evaluation index system of distribution network construction project. According to the characteristics of the evaluation index and the actual situation of the distribution network construction project, the comprehensive evaluation model of the distribution network construction project is constructed, that is, the comprehensive evaluation model of the distribution network construction based on the grey theory. Then through the comprehensive evaluation of the distribution network construction process of Hengshui Power supply Company, this paper provides the decision basis for the relevant work in the distribution network construction project. It also provides a reference for the evaluation of similar power system construction projects.
