【摘要】：電力行業(yè)是國家發(fā)展的經(jīng)濟(jì)命脈,電力工程項(xiàng)目作為基礎(chǔ)設(shè)施,它的質(zhì)量關(guān)系著電網(wǎng)的安全、平穩(wěn)、高效運(yùn)行。電力工程項(xiàng)目具有工程造價(jià)高、工程質(zhì)量要求嚴(yán)格、工期長等典型行業(yè)特點(diǎn),而物資管理作為貫穿整個(gè)電力工程項(xiàng)目活動(dòng)的一個(gè)重要環(huán)節(jié),直接決定著工程的質(zhì)量、項(xiàng)目的成本等。 本文根據(jù)物資管理的實(shí)踐基礎(chǔ),結(jié)合ISO9000質(zhì)量管理體系和物資管理理論整合出一套完成的物資質(zhì)量管理體系,對項(xiàng)目物資進(jìn)行全過程的質(zhì)量管理,對工程物資的全生命周期進(jìn)行控制,保證能夠按時(shí)、按量的為工程項(xiàng)目提供優(yōu)質(zhì)的、滿足要求的物資,最大程度的為工程項(xiàng)目建設(shè)服務(wù),并能夠從物資采購的源頭實(shí)現(xiàn)對項(xiàng)目成本的控制,對現(xiàn)代電力企業(yè)物資質(zhì)量管理具有十分重要的借鑒意義。 首先,本文分析了物資質(zhì)量管理在國內(nèi)外的研究和應(yīng)用現(xiàn)狀,總結(jié)出電力工程項(xiàng)目物資質(zhì)量管理發(fā)展趨勢、研究內(nèi)容以及存在的主要問題。其次,以質(zhì)量管理體系的理論與物資管理理論為基礎(chǔ),構(gòu)建出物資質(zhì)量管理體系,包括建立物資質(zhì)量管理體系組織機(jī)構(gòu)、制定質(zhì)量方針和質(zhì)量目標(biāo)、編寫物資質(zhì)量管理體系的核心文件等內(nèi)容。再次,運(yùn)行已經(jīng)制定的管理體系,包括物資質(zhì)量管理體系的培訓(xùn)、物資質(zhì)量管理體系的監(jiān)督與評價(jià)、物資質(zhì)量管理體系的審核、意識的培養(yǎng)和激勵(lì)機(jī)制等。另外,筆者結(jié)合多年的物資管理經(jīng)驗(yàn),按照上述體系運(yùn)行的要求,分析了物資質(zhì)量管理體系在實(shí)際運(yùn)行中給企業(yè)帶來的收益,以及在運(yùn)行過程中發(fā)現(xiàn)問題。最后從整體的角度總結(jié)論文研究的理論、內(nèi)容、方法等,并對未來物資質(zhì)量管理體系在其它行業(yè)的推廣和的發(fā)展方向進(jìn)行展望。
[Abstract]:Power industry is the economic lifeline of national development. Power engineering projects as infrastructure, its quality relates to the security, stability and efficient operation of power grid. Power engineering projects have the characteristics of high engineering cost, strict engineering quality requirements, long construction period and so on. As an important link running through the whole electric power project activities, material management directly determines the quality of the project. The cost of a project, etc. According to the practical foundation of material management, combined with ISO9000 quality management system and material management theory, this paper integrates a set of finished material quality management system, and carries on the whole process quality management to the project material. To control the whole life cycle of engineering materials, to ensure that they can provide high quality materials to meet the requirements on time and quantity, and to serve the construction of engineering projects to the greatest extent. And it can realize the control of project cost from the source of material purchase, which has very important reference significance to the material quality management of modern electric power enterprise. Firstly, this paper analyzes the current situation of research and application of material quality management at home and abroad, summarizes the development trend, research content and main problems of material quality management in power engineering projects. Secondly, based on the theory of quality management system and the theory of material management, a material quality management system is constructed, including the establishment of organization of material quality management system, the formulation of quality policy and quality objectives. Compile the core documents of material quality management system, etc. Thirdly, the management system has been established, including the training of the material quality management system, the supervision and evaluation of the material quality management system, the audit of the material quality management system, the cultivation of consciousness and the incentive mechanism. In addition, combined with many years of material management experience, according to the requirements of the operation of the above system, the author analyzes the benefits of the material quality management system in the actual operation of the enterprise, as well as the problems found in the operation process. Finally, the paper summarizes the theory, content and method of the research from the whole point of view, and looks forward to the promotion and development direction of the material quality management system in other industries in the future.
