中國小衛(wèi)星工程管理要點研究
[Abstract]:Satellite engineering management refers to the decision-making, planning, organization, command, coordination and control of satellite engineering in order to achieve the desired goal and utilize resources effectively. Because of the particularity and complexity of satellite engineering, general management theory and management method can not be directly applied to satellite engineering management. Advanced management theories and methods such as project management. Compared with other satellites, small satellites have the characteristics of higher functional integration, shorter development period and more flexible development process. In particular, the rapid development of small satellites in recent years has put forward new requirements for satellite engineering management. Therefore, it is necessary to study and innovate the theory of engineering management according to the characteristics of small satellites, absorb the advanced experience of foreign space engineering project management, and put forward the optimization scheme of satellite engineering management to meet the needs of small satellites. Based on the theory and method of system engineering, this paper combines system engineering with project management, and studies the key contents which are closely related to system engineering in small satellite engineering management, including work breakdown structure, technical condition management and risk management. Two problems in small satellite engineering management are identified by comparing with the related contents of NASA space engineering project management. One is the lack of a unified work breakdown structure coding management information platform, the other is the lack of sufficient risk data to support complex decision making. In order to solve the above problems, according to the characteristics of small satellite engineering management in China, this paper first analyzes and studies the current WBS coding standards of small satellites, and designs a set of WBS coding management information system suitable for small satellites. Secondly, aiming at the lack of risk data support in complex decision making, this paper introduces the decision method based on risk information, and puts forward a risk management process optimization scheme based on risk information decision. Finally, an example of small satellite project management is analyzed by using risk information based decision-making method.
