中石油“集中報(bào)銷平臺(tái)”體系研究

【摘要】:為進(jìn)一步探索建立和完善“國際一流”的財(cái)務(wù)管理體系,建設(shè)綜合性國際能源公司,根據(jù)目前中石油公司財(cái)務(wù)管理的實(shí)際情況,研究者借鑒國際公司經(jīng)驗(yàn),在集中報(bào)銷業(yè)務(wù)上開展共享服務(wù)模式的初步嘗試,升級(jí)原網(wǎng)上報(bào)銷系統(tǒng),發(fā)行公司卡,,形成集團(tuán)公司集中報(bào)銷平臺(tái),優(yōu)化、規(guī)范、統(tǒng)一相關(guān)標(biāo)準(zhǔn)和流程,強(qiáng)化對(duì)非生產(chǎn)性支出的全面管控,降低運(yùn)營成本,加強(qiáng)財(cái)務(wù)職能管理,同時(shí)為以后的集團(tuán)公司財(cái)務(wù)共享中心的建設(shè)積累經(jīng)驗(yàn),創(chuàng)造條件,統(tǒng)一思想。 本文針對(duì)中石油的實(shí)際情況與戰(zhàn)略發(fā)展,按照國際化的共享服務(wù)理念和管理模式,開展集中報(bào)銷平臺(tái)的研發(fā)和實(shí)施方案規(guī)劃,更加有效的服務(wù)于企業(yè)生產(chǎn)經(jīng)營,促進(jìn)企業(yè)的長遠(yuǎn)發(fā)展。系統(tǒng)開發(fā)和應(yīng)用注重統(tǒng)籌規(guī)劃,實(shí)現(xiàn)與各類財(cái)務(wù)系統(tǒng)、業(yè)務(wù)系統(tǒng)的集成整合、相互共享,便于集中管理和人員使用,切實(shí)減輕財(cái)務(wù)人員的工作負(fù)荷,為財(cái)務(wù)人員工作職能轉(zhuǎn)變創(chuàng)造條件,有效發(fā)揮系統(tǒng)平臺(tái)對(duì)集中報(bào)銷工作的支撐作用。
[Abstract]:In order to further explore the establishment and perfection of "international first-class" financial management system, and to build a comprehensive international energy company, according to the actual situation of financial management of PetroChina at present, researchers learn from the experience of international companies. A preliminary attempt to develop a shared service model in centralized reimbursement business, upgrade the original online reimbursement system, issue corporate cards, form a centralized reimbursement platform for group companies, optimize, standardize, and unify related standards and processes, Strengthen the overall control of non-productive expenditure, reduce operating costs, strengthen the management of financial functions, and at the same time accumulate experience, create conditions and unify ideas for the construction of financial sharing centers in future group companies. In view of the actual situation and strategic development of PetroChina, according to the international shared service concept and management model, this paper carries out the research and development and implementation program planning of the centralized reimbursement platform, so as to serve the production and operation of the enterprise more effectively. To promote the long-term development of enterprises. System development and application pay attention to overall planning, realize integration and integration with various financial systems and business systems, share with each other, facilitate centralized management and personnel use, and effectively reduce the workload of financial personnel, To create the conditions for the financial personnel to change their functions, and to give full play to the supporting role of the system platform in the centralized reimbursement work.
