勝利地質(zhì)院科技領(lǐng)軍人才管理機(jī)制研究

【摘要】:本研究從厘清科技領(lǐng)軍人才定義概念入手,論述其內(nèi)涵特征和作用地位,結(jié)合人力資源管理一般原理和方法,確定科技領(lǐng)軍人才管理機(jī)制的構(gòu)成要素,,并展開(kāi)初步的要素分析,提出科技領(lǐng)軍人才管理機(jī)制構(gòu)建的基本原則和應(yīng)當(dāng)重點(diǎn)關(guān)注的方面。以此為基礎(chǔ),界定了勝利地質(zhì)院科技領(lǐng)軍人才的范圍和定位特征,考察其管理現(xiàn)狀,指出存在的突出問(wèn)題,并對(duì)存在問(wèn)題的體制機(jī)制原因作簡(jiǎn)要分析,然后有針對(duì)性提出勝利地質(zhì)院科技領(lǐng)軍人才管理必須突破現(xiàn)有的體制政策限制,給予科技領(lǐng)軍人才特殊的機(jī)會(huì)及政策待遇,建立以“人才特區(qū)”為核心理念的科技領(lǐng)軍人才管理機(jī)制。最后,本研究從統(tǒng)籌配套的科技領(lǐng)軍人才崗位規(guī)劃、內(nèi)外結(jié)合的科技領(lǐng)軍人才遴選方式、高端配置的科技領(lǐng)軍人才開(kāi)發(fā)模式、靈活多樣的科技領(lǐng)軍人才薪酬制度設(shè)計(jì)、創(chuàng)新求異的科技領(lǐng)軍人才績(jī)效考核體系等五個(gè)方面對(duì)勝利地質(zhì)院科技領(lǐng)軍人才管理機(jī)制進(jìn)行論述和構(gòu)建,提出一系列切實(shí)可行政策措施和開(kāi)拓探索性構(gòu)想。
[Abstract]:This research begins with clarifying the definition concept of scientific and technological leaders, discusses its connotation characteristics and role status, combines the general principles and methods of human resource management, determines the constituent elements of the scientific and technological leaders' talent management mechanism, and carries out a preliminary analysis of the elements. This paper puts forward the basic principles of the construction of the management mechanism of scientific and technological leaders and the aspects that should be paid more attention to. On this basis, this paper defines the scope and positioning characteristics of the scientific and technological leaders in Shengli Geological Institute, investigates its management status, points out the outstanding problems, and briefly analyzes the reasons for the institutional mechanism of the existing problems. Then it is pointed out that the management of scientific and technological leaders in the Shengli Geological Institute must break through the existing institutional and policy restrictions, and give special opportunities and policy treatment to the scientific and technological leaders. To establish the management mechanism of scientific and technological leaders with the core idea of "special zone of talents". Finally, this research from the overall planning of scientific and technological leaders, internal and external combination of scientific and technological leaders selection mode, high-end deployment of scientific and technological leaders development model, flexible and diverse salary system design of scientific and technological leaders, This paper discusses and constructs the management mechanism of scientific and technological leaders in Shengli Geological Institute from five aspects, such as innovating the performance appraisal system of scientific and technological leaders, and puts forward a series of practical policy measures and exploratory ideas.
