【摘要】：云藥產(chǎn)業(yè)的發(fā)展是中國特色社會主義理論體系，尤其是科學(xué)發(fā)展觀在民族地區(qū)的具體實踐，其發(fā)展不僅關(guān)系到民族地區(qū)的經(jīng)濟(jì)社會發(fā)展和進(jìn)步，還將有利于促進(jìn)各民族交流合作，實現(xiàn)共同發(fā)展、共同繁榮。為此，自從云南省委、省政府2003年作出了《關(guān)于加快發(fā)展云藥產(chǎn)業(yè)的決定》以后，云藥產(chǎn)業(yè)得到較快發(fā)展并穩(wěn)步推進(jìn)。2009年，省委、省政府又將生物醫(yī)藥產(chǎn)業(yè)列為云南三大生物支柱產(chǎn)業(yè)之一，提出把云南建成全國重要的現(xiàn)代醫(yī)藥產(chǎn)業(yè)基地。2011年初，云南省成立了由省政府領(lǐng)導(dǎo)出任組長職務(wù)，各有關(guān)部門協(xié)同參與的“云南生物醫(yī)藥產(chǎn)業(yè)發(fā)展領(lǐng)導(dǎo)小組”，并籌備組建了云南省生物醫(yī)藥產(chǎn)業(yè)發(fā)展專家咨詢委員會。同時，推出了重點營造和培育市場環(huán)境、加強(qiáng)市場監(jiān)督理管和安全防范管理等一系列扶持政策，助力云藥產(chǎn)業(yè)步入高速發(fā)展快車道。 本文以云南省云藥產(chǎn)業(yè)為研究對象，立足云南實際，以中國特色社會主義理論為導(dǎo)向，探討云南省云南產(chǎn)業(yè)發(fā)的理論與現(xiàn)實問題。本文通過闡述云南省云藥產(chǎn)業(yè)發(fā)展所具備的條件和特殊優(yōu)勢，分析其發(fā)展現(xiàn)狀，總結(jié)所取得的成就，同時指出在發(fā)展過程中表現(xiàn)比較突出的問題，主要有對“云藥”產(chǎn)業(yè)發(fā)展認(rèn)識不到位，科技投入不足，產(chǎn)品科技含量不高，科研隊伍分散，高層次營銷科研人才缺乏，基礎(chǔ)設(shè)施投入不足等問題。并注重對云藥產(chǎn)業(yè)發(fā)展問題的成因剖析。 針對上述問題成因，，立足于實證研究，以云藥產(chǎn)業(yè)當(dāng)前的現(xiàn)實情況為支撐，以政府關(guān)于云藥產(chǎn)業(yè)發(fā)展的相關(guān)文件精神為理論依托，對比國際國內(nèi)生物藥業(yè)發(fā)展的模式和經(jīng)驗，找出云藥產(chǎn)業(yè)當(dāng)前所面臨的問題和困境，通過認(rèn)真調(diào)查，仔細(xì)分析，對比總結(jié)，查找原因，辨析癥結(jié)，提出對策。著力從建立健全建設(shè)的長效機(jī)制等方面提出加快發(fā)展云藥產(chǎn)業(yè)的路徑選擇和對策建議，突顯可操作性。從而為我云南省云藥產(chǎn)業(yè)的加速發(fā)展提供一定的理論和現(xiàn)實借鑒。
[Abstract]:The development of cloud medicine industry is the theoretical system of socialism with Chinese characteristics, especially the concrete practice of scientific development view in ethnic areas. Its development is not only related to the economic and social development and progress of ethnic areas. It will also help promote exchanges and cooperation among all ethnic groups and achieve common development and prosperity. Therefore, since the Yunnan Provincial Party Committee and the provincial government made the decision on speeding up the development of cloud medicine industry in 2003, the cloud medicine industry has developed rapidly and steadily advanced. In 2009, the provincial party committee, The provincial government has listed the biomedical industry as one of the three major biological pillar industries in Yunnan, and has proposed to turn Yunnan into an important national modern pharmaceutical industry base. In early 2011, Yunnan Province established the leadership of the provincial government as its leader. The leading Group on Biopharmaceutical Industry Development in Yunnan Province, with the cooperation of all relevant departments, and the expert Advisory Committee on Biopharmaceutical Industry Development in Yunnan Province were prepared to be set up. At the same time, a series of supporting policies have been put forward, such as creating and cultivating market environment, strengthening market supervision, management and safety prevention and management, so as to help cloud medicine industry enter the fast track of high-speed development. Taking Yunnan cloud medicine industry as the research object, based on Yunnan's reality and guided by the theory of socialism with Chinese characteristics, this paper probes into the theoretical and practical problems of Yunnan's industrial development. This paper expounds the conditions and special advantages of Yunnan cloud medicine industry, analyzes its present situation, summarizes its achievements, and points out some outstanding problems in the process of development. There are some problems, such as lack of understanding of the development of cloud medicine industry, insufficient investment in science and technology, low scientific and technological content of products, scattered scientific research team, lack of high-level marketing scientific research talents, insufficient investment in infrastructure, and so on. And pay attention to cloud medicine industry development of the causes of analysis. In view of the causes of the above problems, based on the empirical research, supported by the current reality of the cloud medicine industry, and based on the spirit of the relevant documents of the government on the development of cloud medicine industry, this paper compares the models and experiences of the development of the domestic and international bio-pharmaceutical industry. To find out the current problems and difficulties of cloud medicine industry, through careful investigation, careful analysis, comparison and summary, find out the causes, identify the crux of the problem, put forward the countermeasures. From the aspects of establishing and perfecting the long-term mechanism of construction, this paper puts forward the path choice and countermeasures and suggestions for speeding up the development of cloud medicine industry, which highlights the maneuverability. Thus, Yunnan cloud medicine industry for our accelerated development to provide a certain theoretical and practical reference.
