【摘要】：新世紀合成生物技術的繁榮與發(fā)展,逐漸成為推動世界新技術革命的重要力量。近年來,隨著合成生物技術產業(yè)化步伐的加快,其對人類社會的影響遠不止于生態(tài)系統(tǒng)、自然環(huán)境以及人類健康等方面的潛在風險,任何改變人類物理循環(huán)狀態(tài)和自然繁衍規(guī)律,及其影響人類社會關系的技術產業(yè)發(fā)展過程,都將對人類社會秩序和倫理構成深遠影響。同其他科技產業(yè)發(fā)展一樣,合成生物技術產業(yè)一方面在給人類帶來巨大社會經濟利益的同時,也讓人們看到了解決諸多人類社會發(fā)展困境的希望,看到了合成生物技術在解決人類社會能源問題、人口問題、糧食問題、健康問題和環(huán)境問題等方面的能力和優(yōu)勢；另一方面合成生物技術也無法掩飾其內在和外在的負效應,其在技術研究過程中、產業(yè)化進程中無法保障人類健康與生命安全性問題,也無法保證生態(tài)多樣性不被侵害,這其中存在的知情權問題、隱私權問題、基因歧視問題以及該技術發(fā)展侵犯人類生存尊嚴問題等,需要引起廣泛的關注。 本文著眼于產業(yè)哲學的維度,對我國合成生物技術產業(yè)發(fā)展戰(zhàn)略與政策應用可能產生的諸多問題發(fā)出思考。分析了合成生物技術的研究機理及其相關領域,對該項技術的發(fā)展過程進行了梳理,并系統(tǒng)地闡述了合成生物技術的發(fā)展趨勢,及該技術的國內外研究現狀。主要針對我國合成生物技術產業(yè)發(fā)展態(tài)勢,從技術成長路徑、產業(yè)演化特征及其產業(yè)培育模式三個方面入手,對我國合成生物技術產業(yè)發(fā)展進行系統(tǒng)評估,著力剖析技術成果轉化中產業(yè)化運作的方式方法,為具體的產業(yè)開發(fā)提供理論分析依據。 本文主體部分全面論述我國合成生物技術產業(yè)的發(fā)展環(huán)境,運用馬克思主義方法論從我國特定的產業(yè)背景中分析得出適合我國國情的合成生物技術產業(yè)發(fā)展的價值定位。立足于我國經濟社會發(fā)展現狀制定相關產業(yè)政策戰(zhàn)略,針對上述對我國產業(yè)現狀的分析,提出適應我國合成生物技術產業(yè)政策的目標與原則。具體問題具體分析,提出具有可操作性和針對性的對策建議：一是建立合成生物技術產業(yè)政策評估體系,二是完善政府職能加強政策引導,三是推進體制機制創(chuàng)新健全市場化模式,四是實施人才培育發(fā)展戰(zhàn)略,五是構建成熟的金融體系和財稅政策,六是堅持技術創(chuàng)新培育產業(yè)競爭力走新興產業(yè)可持續(xù)發(fā)展道路。從而有效的提升我國新興技術成果產業(yè)化的能力。使合成生物技術產業(yè)化發(fā)展更好的服務于社會,更好地服務于我國的國民經濟建設。
[Abstract]:The prosperity and development of synthetic biotechnology in the new century has gradually become an important force to promote the new technological revolution in the world. In recent years, with the acceleration of the industrialization of synthetic biotechnology, the impact on human society is far more than the potential risks of ecosystem, natural environment and human health. Any change in the state of human physical cycle and the laws of natural reproduction and the development of technological industries that affect human social relations will have a profound impact on the order and ethics of human society. Like the development of other science and technology industries, the synthetic biotechnology industry not only brings enormous social and economic benefits to human beings, but also makes people see the hope of solving many difficulties in the development of human society. We have seen the capabilities and advantages of synthetic biotechnology in solving human social energy problems, population problems, food problems, health problems and environmental problems. On the other hand, synthetic biotechnology cannot conceal its internal and external negative effects. In the process of technological research, the industrialization process can not guarantee the human health and life safety, nor can it guarantee the ecological diversity is not infringed, which has the problem of the right to know and the right to privacy. The problem of genetic discrimination and the violation of human living dignity by the development of this technology need to be paid more attention. This paper focuses on the dimensions of industrial philosophy and gives some thoughts on the possible problems arising from the development strategy and policy application of synthetic biotechnology industry in China. The research mechanism and related fields of synthetic biotechnology are analyzed, the development process of this technology is combed, and the development trend of synthetic biotechnology is systematically described, as well as the domestic and foreign research status of synthetic biotechnology. Aiming at the development situation of synthetic biotechnology industry in China, this paper systematically evaluates the development of synthetic biotechnology industry in China from three aspects: the path of technological growth, the characteristics of industrial evolution and the mode of industrial cultivation. This paper analyzes the ways and methods of industrialization operation in the transformation of technological achievements, and provides theoretical basis for specific industrial development. In the main part of this paper, the development environment of synthetic biotechnology industry in China is discussed in an all-round way, and the value orientation of the development of synthetic biotechnology industry, which is suitable for China's national conditions, is obtained by using Marxist methodology from the specific industrial background of our country. Based on the current situation of China's economic and social development, this paper formulates the relevant industrial policy strategy, and puts forward the objectives and principles to adapt to the industrial policy of synthetic biotechnology in China in the light of the above analysis of the industrial situation of our country. Concrete analysis of the specific problems, put forward operable and targeted countermeasures and suggestions: first, to establish a synthetic biotechnology industry policy evaluation system, second, to improve government functions and strengthen policy guidance, Third, promote the innovation of system and mechanism, perfect the market-oriented model, implement the strategy of talent cultivation and development, construct a mature financial system and fiscal and taxation policies, and sixth, persist in technological innovation, cultivate industrial competitiveness and take the path of sustainable development of emerging industries. In order to effectively promote the industrialization of emerging technology in China. The industrialization of synthetic biotechnology can serve the society better and the national economy of our country better.
