天津北疆發(fā)電廠循環(huán)經(jīng)濟(jì)項(xiàng)目可行性研究

【摘要】:天津北疆發(fā)電廠循環(huán)經(jīng)濟(jì)項(xiàng)目是國(guó)務(wù)院批準(zhǔn)的第一批國(guó)家級(jí)循環(huán)經(jīng)濟(jì)試點(diǎn)項(xiàng)目,項(xiàng)目充分利用漢沽區(qū)的資源條件,較好地解決了高效清潔發(fā)電、節(jié)約用水、節(jié)約土地、海水淡化、濃海水和粉煤灰綜合利用等一系列問(wèn)題,形成了“電水鹽材地”循環(huán)經(jīng)濟(jì)產(chǎn)業(yè)鏈,被譽(yù)為電力行業(yè)發(fā)展循環(huán)經(jīng)濟(jì)的“北疆模式”。項(xiàng)目2009年投產(chǎn)后,每年為社會(huì)提供120億千瓦時(shí)電能和6500萬(wàn)噸淡水,為天津市和濱海新區(qū)的開(kāi)發(fā)建設(shè)提供了重要的能源支撐和淡水資源保障。本文的目的是總結(jié)北疆發(fā)電廠循環(huán)經(jīng)濟(jì)項(xiàng)目一期工程的經(jīng)驗(yàn),研究提出二期工程的方案規(guī)劃并進(jìn)行初步可行性研究,為北疆項(xiàng)目二期擴(kuò)建工程前期工作提供決策支持。 本文在總結(jié)北疆一期循環(huán)經(jīng)濟(jì)項(xiàng)目經(jīng)驗(yàn)的基礎(chǔ)上,創(chuàng)造性提出了二期擴(kuò)建工程方案規(guī)劃:繼續(xù)采用以發(fā)電為龍頭,“電、水、熱、鹽、化、材”一體化集成開(kāi)發(fā)的模式,規(guī)劃建設(shè)2臺(tái)100萬(wàn)千瓦超超臨界發(fā)電機(jī)組、日產(chǎn)三十萬(wàn)噸海水淡化裝置、年產(chǎn)150萬(wàn)噸精制鹽和30萬(wàn)噸鹽化工產(chǎn)品的濃海水綜合利用工程、對(duì)外采暖供熱1200萬(wàn)平米,配套建設(shè)粉煤灰綜合利用工程,并進(jìn)行二氧化碳減排的工程試點(diǎn)。 提出二期工程規(guī)劃方案后,本文從電力系統(tǒng)分析、熱負(fù)荷分析、資源利用與節(jié)約能源、投資估算與財(cái)務(wù)評(píng)價(jià)、風(fēng)險(xiǎn)分析、經(jīng)濟(jì)與社會(huì)效益評(píng)價(jià)等六個(gè)方面,對(duì)北疆二期循環(huán)經(jīng)濟(jì)項(xiàng)目進(jìn)行了初步可行性研究。為北疆二期的前期工作提供了重要的方案規(guī)劃支撐和投資決策支持。 依據(jù)本文的規(guī)劃方案和初步可行性研究結(jié)論,國(guó)家能源局已經(jīng)發(fā)文同意開(kāi)展前期工作,,項(xiàng)目可研以及環(huán)評(píng)、接入系統(tǒng)、用地預(yù)審等前期工作已全面展開(kāi),計(jì)劃2013年下半年取得國(guó)家發(fā)改委核準(zhǔn),2014年開(kāi)工建設(shè)。
[Abstract]:The circular economy project of Tianjin Bei Jiang Power Plant is the first batch of state-level circular economy pilot projects approved by the State Council. The project makes full use of the resources in Hangu District, and better solves the problem of efficient and clean power generation, water saving, and land saving. A series of problems, such as desalination of seawater, comprehensive utilization of concentrated seawater and fly ash, have formed a circular economic industrial chain of "electric water salt land", which is regarded as the "northern Xinjiang model" for the development of circular economy in electric power industry. After the project was put into production in 2009, it provided 12 billion kilowatt-hour electric energy and 65 million tons of fresh water to the society every year, which provided important energy support and fresh water resources guarantee for the development and construction of Tianjin and Binhai New area. The purpose of this paper is to sum up the experience of the first stage of the cycle economy project of the North Xinjiang Power Plant, to study and put forward the plan of the second phase of the project and to carry out the preliminary feasibility study, so as to provide decision support for the preliminary work of the second phase of the expansion project of the North Xinjiang Project. On the basis of summing up the experience of the first phase circular economy project in Northern Xinjiang, this paper creatively puts forward the plan of the second phase expansion project: continue to adopt the integrated development mode of "electricity, water, heat, salt, chemistry and materials", which takes power generation as the leading factor, "electricity, water, heat, salt, chemistry and materials". Planning and construction of two 1 million kilowatt ultra-supercritical generating units, with a daily output of 300,000 tons of seawater desalination units, an annual production of 1.5 million tons of refined salt and 300000 tons of salt chemicals, a comprehensive utilization project of concentrated seawater, and an external heating supply of 12 million square meters. Supporting the construction of comprehensive utilization of fly ash, and pilot projects to reduce carbon dioxide emissions. After putting forward the second phase project plan, this paper analyzes the electric power system, the heat load analysis, the resource utilization and the energy saving, the investment estimate and the financial evaluation, the risk analysis, the economic and the social benefit appraisal, and so on. A preliminary feasibility study on the second phase circular economy project in Northern Xinjiang was carried out. It provides important program planning support and investment decision support for the preliminary work of the second phase of Northern Xinjiang. According to the planning plan and preliminary feasibility study conclusion of this paper, the State Energy Administration has issued a document agreeing to carry out preliminary work, and the preliminary work such as project research, environmental impact assessment, access to the system and land use prehearing has been carried out in a comprehensive manner. It plans to obtain approval from the National Development and Reform Commission in the second half of 2013 and start construction in 2014.
