我國(guó)食品安全監(jiān)管的整合與協(xié)同體制構(gòu)建研究
[Abstract]:In recent years, the frequent occurrence and escalation of food safety incidents in China has become an extremely prominent problem in public safety, and the public opinion has pointed the spearhead of public opinion at the food safety supervision system. With the government as the main body of a single, phased supervision mode, the government food safety supervision system has problems such as decentralized supervision function, weak supervision body, and so on, which presents a fragmented situation. This is one of the main causes of food safety problems in China. The fragmentation of supervision needs to be solved through the integration of functions and the coordination of regulatory bodies. Although the Chinese government has tried to make some functional adjustments to the fragmented issue of regulation, its reform has been slow and has had little effect. On June 23, 2012, the State Council proposed a phased target for food safety regulation. It is estimated that it will take 3 to 5 years to crack down on the bad behavior in the food safety supervision and control effectively. The formulation of this goal puts forward a severe test on how to optimize the function of food safety supervision and improve the food safety supervision system. Under the background of current food safety, it is very important to perfect the supervision system of food safety in our country, and to promote the integration of the supervision function and the coordination of the main body of supervision. Overall governance, collaborative governance is the characteristics and development trend of modern government management. The defects of food safety supervision system in China and the ways to improve the system have brought about the demand for the theory of holistic governance and the theory of coordination. Based on the multi-subject analysis of the Chinese government's function of food safety supervision, it is theoretically the basic requirement of the two governance theories to solve the fragmentation problem in the regulatory function by means of integration and coordination strategy. Based on the theory of holistic governance and cooperative governance, this paper analyzes the problems and causes of food safety supervision system in China, and integrates the functions of food safety supervision by learning from the experience of foreign food safety supervision. The coordination participation of government supervision and social supervision and the complicated supervision and coordination relationship between governments at different levels are deeply analyzed in order to explore the countermeasures to perfect the food safety supervision system in China. In order to realize the effective supervision of food safety in our country, the tentative ideas and suggestions are put forward.
