【摘要】：當(dāng)前，黨中央、國務(wù)院對煤礦安全生產(chǎn)管理工作高度重視，特別是黨的十六大以來，以胡錦濤同志為總書記的黨中央在加強(qiáng)安全生產(chǎn)上采取一系列重大舉措，提出了“安全發(fā)展”1的指導(dǎo)方針，并且在健全安全監(jiān)管體制，加強(qiáng)安全生產(chǎn)法制建設(shè)，落實(shí)安全生產(chǎn)責(zé)任制，強(qiáng)化安全生產(chǎn)監(jiān)督和管理等各個方面都提出了具體的要求，使我國的安全生產(chǎn)狀況呈現(xiàn)出了總體穩(wěn)定、趨向好轉(zhuǎn)的良好局面。但是煤礦安全生產(chǎn)管理工作具有長期性和復(fù)雜性的特點(diǎn)，目前，影響安全生產(chǎn)的深層次矛盾和問題尚未根本解決，安全生產(chǎn)形勢依然比較嚴(yán)峻。 本課題重點(diǎn)是對柴里煤礦這個具有40多年煤炭開采歷史的國有煤炭企業(yè)在安全管理上的做法進(jìn)行研究和探析，并且通過對煤礦安全生產(chǎn)管理的闡述、分析和案例證明等手段，對煤礦“安全力”建設(shè)提出建設(shè)性意見并進(jìn)行了系統(tǒng)研究。另外，由于該礦開采年限長，歷史遺留問題多，人員多、攤子大，與我國多數(shù)煤炭企業(yè)具有很多共同點(diǎn)，因此本研究成果也可以為全國其他同類煤礦企業(yè)提供參考借鑒。
[Abstract]:At present, the Party Central Committee and the State Council attach great importance to the management of coal mine safety production. In particular, since the 16th Party Congress, the CPC Central Committee, with Comrade Hu Jintao as its general secretary, has taken a series of major measures to strengthen production safety. The guiding principles of "safety development" 1 are put forward, and specific requirements are put forward in various aspects, such as perfecting the safety supervision system, strengthening the construction of the safety production legal system, implementing the responsibility system for production safety, strengthening the supervision and management of production safety, etc. Make our country safe production condition presented overall stability, tend to improve the good situation. However, the management of coal mine safety production has the characteristics of long-term and complexity. At present, the deep-seated contradictions and problems affecting safety production have not been solved fundamentally, and the situation of safety production is still quite severe. This subject focuses on the research and analysis of the safety management practices of the Chaili coal mine, a state-owned coal enterprise with a history of more than 40 years of coal mining, and through the elaboration, analysis and case study of the coal mine safety production management. The constructive suggestion and systematic research on the construction of safety power in coal mine are put forward. In addition, because this mine has long mining years, many problems left over from history, many personnel, large stalls, and most coal enterprises in our country have a lot in common, the research results can also be used for reference for other similar coal mining enterprises in China.
