【摘要】：隨著以航天軍工企業(yè)為代表的我國各大企業(yè)的迅速發(fā)展，其規(guī)模和效益都得到了較大提高，然而，對照世界發(fā)達國家的各大企業(yè)，我國多數(shù)企業(yè)的財務管理工作重心依然停留在基礎的會計核算上，航天軍工類企業(yè)的財務管理水平也是參差不齊，財務管理失控時有發(fā)生，這些無疑將會嚴重制約企業(yè)的進一步發(fā)展。為解決航天軍工企業(yè)的這些問題，本文擬建立一套有效的企業(yè)財務管理評價體系，從而促使其財務管理工作標準化和規(guī)范化。 本文分析總結了國內(nèi)外學者財務管理評價方面的理論成果，充分考慮實踐工作中評價企業(yè)財務管理的實用性和可操作性，將財務管理能力劃分為財務基礎管理能力、財務戰(zhàn)略管理能力、財務決策支持能力、財務預警能力、財務管控能力五個方面。在此基礎上，結合航天軍工企業(yè)財務管理的特點和要求，本文建立了一套完整的財務管理評價體系，其主要內(nèi)容包括：財務管理評價模式、企業(yè)信息數(shù)據(jù)庫、財務評價數(shù)據(jù)庫。該體系確立了五項能力指標和七十二條具體標準和規(guī)范，并對其進行了量化評分，依據(jù)不同的評分結果提供財務管理工作建議書，，企業(yè)可以對照評價體系中的標準和規(guī)范不斷改進其財務管理水平。然后，本文以航天機電公司為例，根據(jù)其財務管理情況進行了詳細的評價分析，從而檢驗了所購建的財務管理評價體系的有效性。 本文的研究主要用于對航天軍工類企業(yè)財務管理工作的外部監(jiān)督評價和自我評價。通過評價，幫助企業(yè)發(fā)現(xiàn)問題，查找不足，提出改進措施和建議，最終提升企業(yè)的財務管理水平。本文為探討和研究如何提高航天軍工企業(yè)財務管理水平提供了新的思路。
[Abstract]:With the rapid development of large enterprises in China, represented by aerospace military enterprises, their scale and efficiency have been greatly improved. However, compared with the major enterprises in the developed countries of the world, The focus of financial management of most enterprises in our country is still on the basis of accounting. The level of financial management of aerospace and military enterprises is also uneven, and the financial management is out of control from time to time. These will undoubtedly seriously restrict the further development of enterprises. In order to solve these problems of aerospace military enterprises, this paper intends to establish an effective evaluation system of enterprise financial management, thus promoting the standardization and standardization of its financial management. This paper analyzes and summarizes the theoretical achievements of domestic and foreign scholars in financial management evaluation, fully considers the practicability and maneuverability of evaluating enterprise financial management in practice, and divides the financial management ability into financial basic management ability. Financial strategy management ability, financial decision support ability, financial early warning ability, financial control ability five aspects. On this basis, combined with the characteristics and requirements of the financial management of aerospace military enterprises, this paper establishes a set of complete financial management evaluation system, the main contents include: financial management evaluation model, enterprise information database, financial evaluation database. The system establishes five competency indicators and 72 specific standards and norms, and makes a quantitative score on them, and provides financial management proposals based on different scoring results. Enterprises can continuously improve their financial management level against the standards and norms in the evaluation system. Then, taking Aerospace Mechanical and Electrical Company as an example, this paper makes a detailed evaluation and analysis according to its financial management situation, so as to test the validity of the financial management evaluation system. The research in this paper is mainly used for the external supervision and self-evaluation of the financial management of aerospace military enterprises. Through evaluation, help the enterprise to find problems, find out the insufficiency, put forward the improvement measures and suggestions, and finally improve the financial management level of the enterprise. This paper provides a new way of thinking on how to improve the financial management level of aerospace military enterprises.
