可持續(xù)發(fā)展下的煤電企業(yè)綜合績效評價研究

【摘要】:我國的能源產(chǎn)業(yè)結(jié)構(gòu)是以煤炭為主,而煤炭的主要用途是用于發(fā)電,因此煤電企業(yè)是我國能源產(chǎn)業(yè)的基石,也是我國國民經(jīng)濟(jì)發(fā)展的基礎(chǔ)和保障。煤電企業(yè)是一個特殊的行業(yè),特點(diǎn)是高投入、高能耗、高污染,這些特點(diǎn)決定了煤電企業(yè)必須要走可持續(xù)發(fā)展道路。當(dāng)今世界背景下,全球都在走可持續(xù)發(fā)展的道路,這為煤電企業(yè)的可持續(xù)發(fā)展提供了機(jī)遇,也帶來了挑戰(zhàn)。在可持續(xù)發(fā)展的要求下,煤電企業(yè)必須對自身的可持續(xù)發(fā)展能力、水平和前景做出科學(xué)合理客觀的評價。 本文在查閱、分析、總結(jié)國內(nèi)外大量關(guān)于煤電企業(yè)可持續(xù)發(fā)展、企業(yè)綜合績效評價等相關(guān)方面文獻(xiàn)的基礎(chǔ)上,綜合考慮我國煤電企業(yè)特點(diǎn)和基本情況,對煤電企業(yè)的可持續(xù)發(fā)展內(nèi)涵做了相關(guān)描述,并在此基礎(chǔ)上給出了煤電企業(yè)綜合績效的內(nèi)涵。本文依照可持續(xù)發(fā)展的要求對煤電企業(yè)綜合績效進(jìn)行分析與研究,引入了三重績效評價理論對可持續(xù)發(fā)展下的煤電企業(yè)綜合績效進(jìn)行評價。 本論文將模糊綜合評價法、層次分析法和三重績效評價理論等相關(guān)理論基礎(chǔ)進(jìn)行了整合,構(gòu)建了煤電企業(yè)綜合績效評價模型。本研究下煤電企業(yè)的綜合績效包括經(jīng)濟(jì)績效、環(huán)境績效和社會績效三個方面,因此本文從這三個方面選擇了相關(guān)評價指標(biāo),并構(gòu)建了煤電企業(yè)綜合績效評價指標(biāo)體系,隨后運(yùn)用層次分析法對構(gòu)建的指標(biāo)體系進(jìn)行賦權(quán)。本文首先采用模糊綜合評價法對經(jīng)濟(jì)績效、環(huán)境績效和社會績效三個基本績效以及煤電企業(yè)綜合績效進(jìn)行了基本評價,在模糊綜合評價法計(jì)算的三個基本績效分值和綜合績效基本值的基礎(chǔ)上,運(yùn)用三重績效評價模型對煤電企業(yè)的綜合績效進(jìn)行進(jìn)一步的評價。在模糊綜合評價中,本文根據(jù)模糊隸屬度函數(shù)和煤電行業(yè)各指標(biāo)的評價標(biāo)準(zhǔn),結(jié)合企業(yè)原始數(shù)據(jù)構(gòu)建了模糊隸屬度矩陣,在計(jì)算的權(quán)重的基礎(chǔ)上,進(jìn)一步計(jì)算出了三個基本績效和綜合績效的模糊隸屬度,并結(jié)合模糊綜合評價的評分標(biāo)準(zhǔn)得出企業(yè)績效評價基本分值。隨后的三重績效評價過程的評價內(nèi)容包括煤電企業(yè)發(fā)展的靜態(tài)協(xié)調(diào)度、動態(tài)協(xié)調(diào)度和三重績效綜合評價值等方面。 本論文根據(jù)構(gòu)建的煤電企業(yè)綜合績效評價模型對山西興能發(fā)電有限責(zé)任公司、山西西山熱電有限責(zé)任公司、山西潞安余吾熱電有限責(zé)任公司三家煤電企業(yè)進(jìn)行實(shí)證研究,得出興能公司綜合績效值位于中間,靜態(tài)協(xié)調(diào)度較好,但動態(tài)協(xié)調(diào)度一般,因此三重績效綜合評價值也位于中間;西山公司的綜合績效最好,但是靜態(tài)協(xié)調(diào)度和動態(tài)協(xié)調(diào)度都不高,導(dǎo)致三重績效綜合評價值反而不高;潞安公司的綜合績效值最低,但靜態(tài)協(xié)調(diào)度最好,動態(tài)協(xié)調(diào)度最高,因此三重績效綜合評價值最高,企業(yè)潛力巨大。 根據(jù)評價結(jié)果以及煤電企業(yè)的行業(yè)發(fā)展趨勢,提出煤電企業(yè)要節(jié)約利用資源,做好節(jié)能減排工作,運(yùn)用可持續(xù)發(fā)展、低碳生態(tài)經(jīng)濟(jì)、循環(huán)經(jīng)濟(jì)等相關(guān)理論對企業(yè)進(jìn)行技術(shù)改造,建立發(fā)展速度快、資源消耗低、環(huán)境友好型的煤電企業(yè),從而提高煤電企業(yè)的綜合績效。
[Abstract]:China's energy industry structure is dominated by coal, and the main use of coal for power generation, so coal-fired power enterprises are the cornerstone of China's energy industry, but also the foundation and guarantee of China's national economic development.Coal-fired power enterprises are a special industry, characterized by high investment, high energy consumption, high pollution, these characteristics determine that coal-fired power enterprises must be. In today's world, the world is taking the road of sustainable development, which provides opportunities and challenges for the sustainable development of coal-fired power enterprises. Under the requirements of sustainable development, coal-fired power enterprises must make a scientific, reasonable and objective evaluation of their sustainable development capacity, level and prospects.
On the basis of consulting, analyzing and summarizing a large number of domestic and foreign literatures about the sustainable development of coal-fired power enterprises and comprehensive performance evaluation of enterprises, this paper comprehensively considers the characteristics and basic situation of coal-fired power enterprises in China, describes the connotation of sustainable development of coal-fired power enterprises, and gives the comprehensive performance of coal-fired power enterprises on this basis. According to the requirements of sustainable development, this paper analyzes and studies the comprehensive performance of coal-fired power enterprises, and introduces the triple performance evaluation theory to evaluate the comprehensive performance of coal-fired power enterprises under Sustainable development.
This paper integrates fuzzy comprehensive evaluation method, analytic hierarchy process and triple performance evaluation theory, and constructs a comprehensive performance evaluation model for coal-fired power enterprises. This paper firstly uses the fuzzy comprehensive evaluation method to evaluate the economic performance, environmental performance and social performance, and the comprehensive performance of coal and power enterprises, and then uses the fuzzy comprehensive evaluation method to evaluate the comprehensive performance of coal and power enterprises. On the basis of the three basic performance scores and the basic comprehensive performance values calculated by the combined evaluation method, the comprehensive performance of coal and electricity enterprises is further evaluated by using the triple performance evaluation model. The fuzzy membership matrix calculates the fuzzy membership degree of three basic performance and comprehensive performance on the basis of calculating the weights, and obtains the basic score of enterprise performance evaluation according to the fuzzy comprehensive evaluation criterion. Based on the comprehensive performance evaluation model of coal and electricity enterprises, this paper makes an empirical study on three coal and electricity enterprises of Shanxi Xingneng Power Generation Co., Ltd., Shanxi Xishan Thermal Power Co., Ltd and Shanxi Luan Yuwu Thermal Power Co., Ltd. It is concluded that the comprehensive performance value of Xingneng Company lies in the middle, the static coordination degree is better, but the dynamic coordination is better. Therefore, the comprehensive evaluation value of triple performance is also in the middle; Xishan company's comprehensive performance is the best, but the static coordination degree and dynamic coordination degree are not high, resulting in the triple performance evaluation value is not high; Lu'an company's comprehensive performance value is the lowest, but the static coordination degree is the best, the dynamic coordination degree is the highest, so the triple performance synthesis. The highest value of combined assessment is the huge potential of enterprises.
According to the evaluation results and the industry development trend of coal-fired power enterprises, it is proposed that coal-fired power enterprises should economize and utilize resources, do a good job in energy conservation and emission reduction, use sustainable development, low-carbon eco-economy, recycling economy and other related theories to carry out technical transformation of enterprises, and establish coal-fired power enterprises with fast development, low resource consumption and environment-friendly characteristics.
