【摘要】：隨著經(jīng)濟(jì)的快速發(fā)展,企業(yè)文化無論在理論研究還是應(yīng)用領(lǐng)域,都呈現(xiàn)飛速發(fā)展的趨勢,并對企業(yè)發(fā)展產(chǎn)生更加廣泛、更加深遠(yuǎn)的影響。文化管理是企業(yè)戰(zhàn)略體系的支撐子戰(zhàn)略,文化管理有效與否對整個企業(yè)的興衰成敗息息相關(guān)。因此,運用文化管理的有關(guān)理論、方法與工具,做好企業(yè)文化管理研究工作,實施與企業(yè)改革發(fā)展相適應(yīng)的文化管理具有極為重要的意義。 本文運用文化管理理論和動力機(jī)制理論,針對煙草行業(yè)文化建設(shè)的現(xiàn)實背景,通過分析云南中煙物資集團(tuán)文化建設(shè)的情況及存在的問題,提出云南中煙物資集團(tuán)要完善文化管理,并提出完善文化管理的基本思路、設(shè)計理念、具體分析、支撐體系以及實施方案。結(jié)合云南中煙物資集團(tuán)的實際,云南中煙物資集團(tuán)的文化管理應(yīng)以基礎(chǔ)管理體系和人力資源管理體系兩大體系為支撐體系,實施制度與文化的協(xié)同管理�；A(chǔ)管理體系建設(shè),應(yīng)以制度建設(shè)、流程及標(biāo)準(zhǔn)的規(guī)范為核心,按照規(guī)范化、標(biāo)準(zhǔn)化的要求,建立公司制度體系,不斷規(guī)范員工各項管理、經(jīng)營、服務(wù)的行為。基礎(chǔ)管理體系應(yīng)分為卷煙材料采供及物資管理系統(tǒng)、煙機(jī)配件采供管理系統(tǒng)、煙機(jī)設(shè)備采供管理系統(tǒng)、物流管理系統(tǒng)、發(fā)展計劃管理系統(tǒng)、人力資源管理系統(tǒng)、財務(wù)管理等13個系統(tǒng)。人力資源管理體系建設(shè),應(yīng)以目標(biāo)計劃管理、績效考評、員工激勵為核心,建立公正、公平的績效環(huán)境,完善公司激勵機(jī)制,不斷提升公司人力資源管理水平。人力資源管理體系應(yīng)分為戰(zhàn)略管理系統(tǒng)、組織管理系統(tǒng)、人事管理系統(tǒng)、績效管理系統(tǒng)、培訓(xùn)管理系統(tǒng)等5個系統(tǒng)。為促進(jìn)兩大管理體系和企業(yè)文化的實際融合,需要依托文化平臺和強化激勵機(jī)制等一系列措施作為有力保障。 通過本文的研究,希望能為云南中煙物資集團(tuán)文化管理的進(jìn)一步完善提供可行的路徑和建議。
[Abstract]:With the rapid development of economy, corporate culture shows a trend of rapid development in both theoretical research and application fields, and has a broader and more far-reaching impact on the development of enterprises. Cultural management is the supporting sub-strategy of enterprise strategic system, and the effectiveness of cultural management is closely related to the success or failure of the whole enterprise. Therefore, it is of great significance to use the relevant theories, methods and tools of culture management, to do well the research work of enterprise culture management and to carry out the cultural management suitable for the reform and development of enterprises. Based on the theory of cultural management and the theory of power mechanism, this paper analyzes the situation and problems of the cultural construction of Yunnan Zhongyan material Group in view of the realistic background of the cultural construction of tobacco industry. The paper points out that Yunnan Zhongyan material Group should perfect cultural management, and puts forward the basic idea, design idea, concrete analysis, supporting system and implementation plan of perfecting cultural management. Combined with the reality of Yunnan Zhongyan material Group, the cultural management of Yunnan Zhongyan material Group should be supported by two systems: basic management system and human resource management system, and the cooperative management of system and culture should be implemented. The basic management system construction should take the system construction, the process and the standard norm as the core, according to the standardization request, establishes the company system, unceasingly standardizes the staff each management, the service behavior. The basic management system should be divided into cigarette material collection and material management system, cigarette machine accessories collection management system, cigarette machine equipment collection and supply management system, logistics management system, development plan management system, human resources management system, Financial management and other 13 systems. The construction of human resource management system should take the target plan management, performance appraisal and employee motivation as the core, establish a fair and fair performance environment, perfect the incentive mechanism of the company, and continuously improve the level of human resources management of the company. Human resource management system should be divided into strategic management system, organizational management system, personnel management system, performance management system and training management system. In order to promote the integration of the two management systems and corporate culture, we need to rely on cultural platform and strengthen the incentive mechanism as a series of measures. Through the study of this paper, we hope to provide feasible ways and suggestions for the further improvement of cultural management of Yunnan Zhongyan material Group.
