【摘要】：光伏產(chǎn)業(yè)被譽(yù)為“中國(guó)先進(jìn)的裝備制造產(chǎn)業(yè)和新興能源支柱產(chǎn)業(yè)”，在政府的大力扶持下，充沛的金融資本作用下，規(guī)模經(jīng)濟(jì)快速形成，產(chǎn)能不斷擴(kuò)大，在國(guó)際市場(chǎng)需求旺盛的時(shí)代，出口迅猛增長(zhǎng)，出現(xiàn)了中國(guó)光伏產(chǎn)業(yè)欣欣向榮的美好圖景。然而隨著全球經(jīng)濟(jì)發(fā)展放緩，金融危機(jī)、歐債危機(jī)席卷歐美，歐盟受到巨大沖擊，歐盟的各個(gè)成員國(guó)相繼宣布消減開(kāi)支，政府大幅調(diào)低對(duì)光伏產(chǎn)品的補(bǔ)貼，整個(gè)歐盟光伏市場(chǎng)大幅度萎縮，全球光伏行業(yè)走向低谷。中國(guó)光伏企業(yè)隨之暴露出許多問(wèn)題，惡性競(jìng)爭(zhēng)、低科技含量、產(chǎn)品結(jié)構(gòu)不合理、盲目擴(kuò)大產(chǎn)能，加上外向型的發(fā)展模式，給企業(yè)生存埋下了巨大隱患。在這個(gè)關(guān)鍵時(shí)期，作為中國(guó)光伏產(chǎn)品最大出口市場(chǎng)的歐盟對(duì)中國(guó)光伏產(chǎn)品進(jìn)行反傾銷(xiāo)立案調(diào)查。此舉嚴(yán)重?fù)p害中國(guó)光伏產(chǎn)業(yè)的競(jìng)爭(zhēng)力，減弱中國(guó)新能源戰(zhàn)略的未來(lái)競(jìng)爭(zhēng)力，對(duì)中國(guó)能源結(jié)構(gòu)調(diào)整以及世界的新能源規(guī)劃都產(chǎn)生了惡劣的影響。本文正是著眼于此，第一部分為緒論，簡(jiǎn)要介紹了論文的研究目的與意義以及研究的思路與創(chuàng)新之處。第二部分為理論分析，對(duì)于傾銷(xiāo)與反傾銷(xiāo)的概念，以及經(jīng)濟(jì)效應(yīng)進(jìn)行分析。第三部分簡(jiǎn)要介紹了歐盟對(duì)中國(guó)光伏產(chǎn)品反傾銷(xiāo)的現(xiàn)狀以及中歐雙方的政策態(tài)度。第四部分是針對(duì)歐盟對(duì)中國(guó)光伏產(chǎn)品發(fā)起反傾銷(xiāo)調(diào)查的原因分析，從中國(guó)和歐盟兩方面原因進(jìn)行分析，以經(jīng)濟(jì)分析為主，政治分析為輔。第五部分闡述了歐盟對(duì)中國(guó)光伏產(chǎn)品反傾銷(xiāo)的影響，從企業(yè)、行業(yè)、國(guó)家進(jìn)行影響分析。第六部分是對(duì)中國(guó)光伏產(chǎn)品遭受歐盟反傾銷(xiāo)的政策建議，是整個(gè)文章的重點(diǎn)，從企業(yè)、協(xié)會(huì)、政府三個(gè)層面進(jìn)行探討。企業(yè)加深技術(shù)創(chuàng)新，加強(qiáng)企業(yè)應(yīng)訴工作，加速開(kāi)拓多元市場(chǎng)；行業(yè)協(xié)會(huì)整合資源做好預(yù)警，推進(jìn)產(chǎn)業(yè)標(biāo)準(zhǔn)建立；政府加快經(jīng)濟(jì)體制改革，優(yōu)化結(jié)構(gòu)調(diào)整戰(zhàn)略，設(shè)立反傾銷(xiāo)的機(jī)構(gòu)，，改革金融支持體系等。
[Abstract]:The photovoltaic industry is known as "China's advanced equipment manufacturing industry and emerging energy pillar industry". With the support of the government and the role of abundant financial capital, the scale economy has formed rapidly and the production capacity has been continuously expanded. In the era of strong international market demand, the rapid growth of exports, the emergence of China's photovoltaic industry prosperity of the beautiful picture. However, with the slowdown of the global economy and the financial crisis, the European debt crisis has swept across Europe and the United States. The European Union has been hit hard. Each member state of the European Union has announced that it will cut its expenditure one after another, and the government has substantially reduced its subsidies for photovoltaic products. The whole European Union photovoltaic market shrinks substantially, the global photovoltaic industry goes low. Chinese photovoltaic enterprises have exposed many problems, such as vicious competition, low technology content, unreasonable product structure, blind expansion of production capacity, and extroverted development model, which has laid a huge hidden danger for the survival of enterprises. During this critical period, the European Union, the largest export market for Chinese photovoltaic products, launched an anti-dumping investigation into Chinese photovoltaic products. This seriously damages the competitiveness of China's photovoltaic industry, weakens the future competitiveness of China's new energy strategy, and has a bad impact on China's energy restructuring and the world's new energy planning. This paper focuses on this, the first part is the introduction, briefly introduces the purpose and significance of the paper, as well as the research ideas and innovations. The second part is the theoretical analysis, the concept of dumping and anti-dumping, as well as the economic effects. In the third part, the current situation of EU antidumping against Chinese photovoltaic products and the policy attitude of EU and EU are briefly introduced. The fourth part is an analysis of the causes of the EU anti-dumping investigation on Chinese photovoltaic products, from China and the European Union to the two aspects of the analysis, mainly economic analysis, political analysis as a supplementary. The fifth part describes the impact of EU anti-dumping on Chinese photovoltaic products, from the enterprises, industries, countries for impact analysis. The sixth part is the policy recommendations on the antidumping of Chinese photovoltaic products by the European Union, which is the focus of the whole article, from the enterprises, associations, government three levels to explore. Enterprises should deepen technological innovation, strengthen their work in responding to lawsuits, and accelerate the development of diversified markets; trade associations should integrate resources to do a good job of early warning and promote the establishment of industrial standards; and the government should speed up economic restructuring and optimize its strategy for structural adjustment. Set up anti-dumping organization, reform financial support system and so on.
