【摘要】：在我國堅(jiān)持走可持續(xù)發(fā)展道路的大環(huán)境背景下，國民經(jīng)濟(jì)各部門積極響應(yīng)號召，造紙產(chǎn)業(yè)的發(fā)展也處于新形勢下的戰(zhàn)略機(jī)遇期，這為一直在探尋新型生產(chǎn)管理模式的造紙企業(yè)擺脫傳統(tǒng)的粗放型生產(chǎn)模式提供了明確的發(fā)展方向。此外，在我國經(jīng)濟(jì)高速增長的帶動(dòng)下，市場對紙質(zhì)產(chǎn)品的需求呈幾何式增長，造紙企業(yè)在追求經(jīng)濟(jì)利潤、擴(kuò)大生產(chǎn)規(guī)模的同時(shí)，受到了資源消耗、環(huán)境污染等各方面的制約。因此，探求造紙行業(yè)新型發(fā)展模式成為我國粗放型企業(yè)改革創(chuàng)新的典型代表和效仿對象。 造紙工業(yè)在我國是傳統(tǒng)的重要產(chǎn)業(yè)，在國民經(jīng)濟(jì)中占據(jù)重要地位。對這一產(chǎn)業(yè)進(jìn)行新型工業(yè)化改革是社會(huì)發(fā)展的趨勢所在，而基于循環(huán)經(jīng)濟(jì)的生態(tài)工業(yè)園是一種較理想的改革模式。在此基礎(chǔ)上，建立一套科學(xué)化的評價(jià)指標(biāo)體系，是對造紙生態(tài)工業(yè)園的生產(chǎn)運(yùn)行進(jìn)行有效管理的重要幫助，也是造紙產(chǎn)業(yè)走生態(tài)化改革的基礎(chǔ)工作。 本文首先介紹了國內(nèi)外有關(guān)造紙企業(yè)走生態(tài)化發(fā)展的現(xiàn)狀以及有關(guān)生態(tài)工業(yè)園發(fā)展循環(huán)經(jīng)濟(jì)的理論基礎(chǔ)等一系列有關(guān)造紙生態(tài)工業(yè)園的最新研究成果；接著討論了造紙生態(tài)工業(yè)園評價(jià)指標(biāo)體系的基本概況和重要性，并逐層深入分析該評價(jià)指標(biāo)體系的基本原則、指標(biāo)參數(shù)的選取方法以及各指標(biāo)權(quán)重的確定，最終形成造紙生態(tài)工業(yè)園評價(jià)指標(biāo)體系結(jié)構(gòu)表；在此基礎(chǔ)上結(jié)合相應(yīng)數(shù)學(xué)理論建立評價(jià)模型并進(jìn)行實(shí)證分析研究，得出造紙生態(tài)工業(yè)園評價(jià)體系發(fā)展的對策與建議，，為我國造紙企業(yè)的實(shí)踐改革提供了一定程度的理論支持。
[Abstract]:Against the background of our country's adherence to the road of sustainable development, various departments of the national economy have responded positively to the call, and the development of the papermaking industry is also in the strategic opportunity period under the new situation. This provides a clear development direction for papermaking enterprises which have been looking for a new production management model to get rid of the traditional extensive production mode. In addition, driven by the rapid economic growth in our country, the market demand for paper products is geometric growth. While pursuing economic profits and expanding production scale, papermaking enterprises are restricted by the consumption of resources and environmental pollution at the same time. Therefore, exploring the new development model of papermaking industry has become the typical representative and imitating object of extensive enterprise reform and innovation in our country. Paper industry is an important traditional industry in our country and occupies an important position in the national economy. It is the trend of social development to carry out the new industrialization reform of this industry, and the eco-industrial park based on circular economy is an ideal reform mode. On this basis, the establishment of a scientific evaluation index system is an important help for the effective management of the production and operation of the paper making ecological industrial park, and is also the basic work for the paper industry to take the ecological reform. Firstly, this paper introduces the current situation of paper making enterprises' ecological development at home and abroad, and the theoretical basis of eco-industrial parks' development of circular economy, etc., and a series of latest research results about paper making eco-industrial parks; Then it discusses the basic situation and importance of the evaluation index system of paper making eco-industrial park, and analyzes the basic principles of the evaluation index system, the selection method of index parameters and the determination of each index weight layer by layer. Finally, the evaluation index system structure table of paper making eco-industrial park is formed, and the evaluation model is established based on the corresponding mathematical theory and the empirical analysis is carried out, and the countermeasures and suggestions for the development of paper making ecological industrial park evaluation system are obtained. It provides a certain degree of theoretical support for the practical reform of Chinese papermaking enterprises.
